Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: June 30, 2025 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Pro Tem Emily Francis, City Councilmember Tricia Canonico, City Attorney Carrie Daggett, City Manager Kelly DiMartino, Deputy City Manager Tyler Marr, and City Clerk Delynn Coldiron met in person on Monday, June 30, 2024. The following summarizes the discussions that began at 8:00 a.m. July 1, 2025 Regular Meeting • Item 19 – Resolution Updating the 2013 Paved Recreational Trails Master Plan: There was a question about why this item is on Consent. Staff answered the item seemed straightforward based on work session feedback. Mayor Pro Tem Francis stated this was a good news item and plans to provide some related comments during Consent Calendar follow up. • Items 22 and 23 – Foothills Metro District and Foothills Mall Redevelopment: Both items will be postponed to either July 15th or August 19th. Staff is waiting on confirmation from the Metro District and the Developer to see which date works. A motion to postpone will be done for each item. • At the time of the meeting, there were 25 people signed up to speak during public comment. The majority of those are related to short term rentals. July 8, 2025 Work Session • No comments. Six-Month Calendar • July 15 – Items related to a citizen initiative relating to the Hughes property has been scheduled. Staff expects to present the sufficient petition to Council and based on the City’s Charter, Council will have the choice of either adopting the citizen-initiated ordinance without any changes or referring the item to the November, 2025 ballot. If a protest is filed, action on this item will be delayed until completion of the protest process. Leadership Planning Team Meeting June 30, 2024 Page 2 of 3 • August 26 – Tree Preservation and Proposed Mitigation Policies Update: There was a question about whether this item would include pro formas for tree mitigation. Staff will follow up. • September 9 – Building Code Adoption has been scheduled. It was noted that Energy Code updates were planned to move forward at the same time. • October 14 – Safer Streets Northwest Project Update has been scheduled. City Clerk Delynn Coldiron • Susan Gutowsky filed paperwork to run in District 1. Current candidate races include: Mayor – • Tricia Canonico • Adam Eggleston • Emily Francis • Adam Hirschhorn • Shirley Peel • Scott VanTatenhove • Austin White District 1 – • Christopher Bramhall-Conway • Susan Gutowsky • Daisy Montgomery District 3 – • Joshua Fudge • Stephen Yurash District 5 – • Amy Hoeven • Zoelle Lane Ranked voting is now expected in both the Mayor and District 1 races. • The next round of campaign finance reports are due July 1st. City Clerk Coldiron noted there are a couple of potential campaign finance violations being reviewed. Staff is working to finalize related processes and will provide updates as more information becomes available. Leadership Planning Team Meeting June 30, 2024 Page 3 of 3 • The extension of the ¼ cent Natural Areas tax citizen petition continues circulation. The deadline for submitting the petition to the Clerk’s office is July 9. Deputy City Manager Tyler Marr • The Colorado Municipal League Conference went well and was well attended. There were three sessions that had the City presenting, including: o Kristy Volesky and David Blake from Police, on adding civilian detectives to the team; o Rupa Venkatesh, Ginny Sawyer, and representatives from the Center for Public Deliberation and Healthy Democracy providing a case study on the Civic Assembly process; and o Talisa Gula-Yeast from the City Clerk’s office and Kristen Teague, from the Boulder City Clerk’s office, on managing fear and developing effective coping strategies to increase productivity and confidence. Kudos to these teams. City Attorney Carrie Daggett • One of the three defendants in the gluing case has not entered into a plea bargain. A trial date has been set for September 23 to 25. [Update: The District Attorney’s office has indicated that notices were already sent to those who may be asked to testify. Anyone who has been contacted is welcome to touch base with the CAO about that.] City Manager Kelly DiMartino • No updates. Councilmember Tricia Canonico • No updates. Mayor Pro Tem Emily Francis • Noted a sign at City Park that says Mulberry will close at Meldrum starting July 2nd. Staff has confirmed this is for temporary work and should not last through the 4th of July Holiday or impact the ability to access City Park on Friday. Meeting adjourned at 8:31 am.
