RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Attorney Carrie Daggett, City Manager Kelly
DiMartino, Assistant City Manager Rupa Venkatesh, and Senior Deputy City Clerk Cecilia Good met on
Teams on Monday, June 9, 2025. The following summarizes the discussions that began at 8:00 a.m.
June 10, 2025 Adjourned Meeting
• City Manager DiMartino and City Attorney Daggett discussed the order and length listed for mid-year
reviews. Mid-year reviews are typically scheduled shorter than the 60 minutes allotted and the order
of reviews rotates. After further research, City Manager DiMartino stated the mid-year schedule is
City Attorney, Chief Judge, and City Manager. The order for this year’s year-end reviews will be Chief
Judge, City Manager, and City Attorney.
June 17, 2025 Regular Meeting
• City Manager DiMartino discussed item #18, Adopting 2024 International Fire Code. The Building
Review Commission wants the City to continue handling appeals. This is different from the proposed
alternative for hearing appeals by an appointed body that has been presented to the PFA Board and
approved. City Attorney Daggett stated that three options will be brought to Council for consideration:
Option 1 will be the Ordinance as adopted on first reading (which is not recommended); Option 2 will
be the Ordinance establishing a jointly appointed appeal body; and Option 3 will be the Ordinance
retaining the Building Review Commission as the appeal body for Fort Collins fire citations.
• Item #20 was listed as “pending” in the preliminary agenda. City Attorney Daggett explained that this
is the Ordinance regarding a proposed amendment to the Charter updating the process for filling
Council vacancies.
Six-Month Calendar
• The proclamation for Disability Pride Month was discussed. It’s observed in July, coinciding with the
anniversary of the Americans with Disabilities Act (ADA).
• Mayor Pro Tem Francis asked if the parking optimization study would be ready for the September
23rd Work Session. City Manager DiMartino will consult with staff for further information.

• City Attorney Daggett said the Ethics Review Board will meet July 7th. Ordinances reflecting the
Board’s discussions about revisions to the Code addressing gift restrictions, gift reporting and
financial disclosures would need to be prepared in advance of the Board’s meeting in order to be
ready for consideration at the July 15th Council meeting. Mayor Arndt suggested the timing of the
Ordinances be part of the Board’s discussion in July rather than rushing to have them ready for July
15.
Senior Deputy City Clerk Cecilia Good
• The Clerk’s Office is anticipating the possible submittal of one of the two Hughes petitions today. June
11 is the deadline for submittal. Clerk staff and volunteers from other departments have fifteen
business days to complete the verification process. After LPT concluded, staff was informed by the
petitioners that the submittal will likely happen tomorrow, and the City Clerk will provide Council an
update once it is submitted.
Assistant City Manager Rupa Venkatesh
• No items.
City Attorney Carrie Daggett
• The judge in the March 2024 gluing cases issued an order that affirmed the restitution correcting glue
damage was reasonable based on evidence. The City is awaiting updates about the final resolution of
the three pending cases.
City Manager Kelly DiMartino
• Staff is discussing internally and with community advocates the issues that came up at the June 3
Council meeting related to Council Rules of Procedure.
Mayor Pro Tem Emily Francis
• No items.
Mayor Jeni Arndt
• Mayor Arndt asked if Certificates of Participation (COP) are used in the City. City Attorney Daggett
said that the City has entered into several financing transactions using that structure, starting in about
1998. Staff will provide additional explanation of the City’s use of this financing tool.
• Mayor Arndt discussed a session she attended presented by the American Public Power Association
regarding public power and the advances achieved through AI use.
