Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: June 2, 2025 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, Assistant City Manager Denzel Maxwell, Senior Policy and Project Manager Ginny Sawyer, City Attorney Carrie Daggett, and City Clerk Delynn Coldiron met in person on Monday, June 2, 2025. The following summarizes the discussions that began at 8:00 a.m. June 3, 2025 Regular Meeting • There is expected to be a lot of public comment. Affordable Housing on the Remington parking lot and land back to the Indigenous community related to the Hughes property are items expected to get the most comment. According to Council Rules, public comment at the beginning of the meeting is limited to 90 minutes. If there are speakers remaining who have been unable to address Council during that time, another opportunity for public comment will be given prior to Other Business towards the end of the meeting. • Item 10 – Amending City Code to discontinue the Art in Public Places Boad and the Cultural Resources Board and Merge their functions into the Arts and Culture Board – There was a question about related Council liaison assignments. City Attorney Daggett noted this change won’t be effective until 2026 and will not interfere with current liaison assignments. • Item 18 – Intergovernmental Agreement between the cities of Fort Collins, Loveland and Greeley for the exchange of judicial services – This was highlighted as just one area of many, where regional collaboration occurs. June 3, 2025 Work Session • There will be a 15 minute break between the Regular Meeting and the Work Session to enable staff to get things set up. The meeting will move into the CIC Room. June 5, 2025 Work Session • No comments. June 10, 2025 Adjourned Meeting • No comments. Leadership Planning Team Meeting June 2, 2025 Page 2 of 3 Six-Month Calendar • June 17 – There was question about whether the Youth Advisory Commission would be presenting. This was confirmed after the meeting. The Youth Advisory Commission members will also be joining Council for dinner on this date. • July 8 – Discussion on Civic Assembly Recommendation will be added. A draft resolution about the Civic Assembly recommendation will be prepared and discussed at the Work Session. If Council then desires to move a ballot item forward related to this it is expected to be scheduled for the Regular Meeting on July 15th or on August 12th if a Special Meeting is called to consider any remaining ballot items. • September 23 – Future of Parking – there was a question about whether the parking optimization study would be available. It was noted that the item should be postponed if this is not ready. • Updates to the “Organic Contract” that is the basis for Platte River Power Authority (PRPA) is expected to move forward to Council soon. PRPA has organized a meeting of the four PRPA owner cities for June 20th to further discuss. City Clerk Delynn Coldiron • Staff provided education to over 500 people about ranked voting at the weekend Farmers Market and Pride event. Senior Policy and Project Manager Ginny Sawyer • No items. City Attorney Carrie Daggett • Today is an Ethic’s Review Board meeting. Topics for discussion include Gift reporting and Financial Disclosure. Related Code changes are expected to move forward to the Board for review in July and then would move forward to the Council if recommended. The Mayor noted she would be attending remotely. Assistant City Manager Denzel Maxwell • No items. Mayor Pro Tem Emily Francis • Offered a shout out for the Pride event. She stated it was a great event, and that Library Park was an excellent location. She added it was a well-run event that was busy, energetic and fun. • Mentioned the horrific event that occurred in Boulder over the weekend. Both she and Mayor Arndt expressed sympathy for the Boulder Community and wanted them to know that Fort Collins is sending our love. Mayor Jeni Arndt • Asked about the recent Building Review Commission (BRC) meeting and what occurred related to the Poudre Fire Authority (PFA) item. City Attorney Daggett reported that the Commission’s recommendation was that they remain the appeal body. The item will be presented on second Leadership Planning Team Meeting June 2, 2025 Page 3 of 3 reading so Council can consider three options and will have a choice on which appeal method it prefers. • Asked about elections for special districts and noted the need for more transparency and regulation. Adding term limits for members was one thing mentioned that would be helpful. Meeting adjourned at 8:45 am.
