RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, City Manager Kelly DiMartino, Deputy City Manager Tyler Marr, City Attorney Carrie
Daggett, and City Clerk Delynn Coldiron met remotely on Monday, May 27, 2025. The following
summarizes the discussions that began at 7:30 a.m.
May 27, 2025 Work Session
• No comments.
June 3, 2025 Regular Meeting
• Item 10 – Merge the Art in Public Places Board and the Cultural Resources Board – the merge is a
recommendation from Cultural Services Director Eileen May, who has been able to apply fresh eyes
to the two boards functions.
• Item 12 – Mid-year Budget Appropriation for Northern Colorado Regional Airport – the title of this item
should be changed to reflect the appropriation is coming from the Airport Fund.
• Item 16 – Vine Drive and Jerome Street Intersection Improvement Project – direction was received
to keep this item on the Consent Agenda.
• Item 18 – Intergovernmental Agreement between Fort Collins, Greeley and Loveland for the
Exchange of Judicial Services – this item was noted as a great example of regional collaboration.
June 3, 2025 Work Session
• No comments.
June 5, 2025 Work Session
• The agenda should be changed to reflect a meeting time of 4:00 PM.
• Update on the Remington/Oak Street Parking Lot is the item of discussion. Agenda materials for this
will likely not be ready in time for this Thursday’s packet, but staff will send as soon as able in advance
of next week’s meeting.
• Following LPT, the Clerk’s Office was made aware of another item that is expected to be added –
2025/2026 Budget Update.

• Staff provided education to 160 people about ranked voting at the weekend Farmers Market.
• A citizen has reached out about a possible initiative related to reducing parking and traffic fines and
eliminating enforcement by red light cameras.
Deputy City Manager Tyler Marr
• No items.
City Attorney Carrie Daggett
• No items.
City Manager Kelly DiMartino
• CARE Housing had problems last year meeting its fund raising commitment for a childcare facility
that the City committed $800K of ARPA money towards. The deadline was extended to June 1, 2025.
The City has been informed that CARE Housing will not be able to meet the extended deadline. Since
the funds are ARPA monies and need to be spent to avoid losing them, it is being proposed to shift
these funds to an Affordable Housing Landbank that meets related requirements and supports
Council’s priorities.
• Emily Land has joined the City as the new Director of Philanthropy and Strategic Partnerships. She
starts today and will be working with Nina Bodenhamer over the next few weeks to help with the
transition. Ms. Bodenhamer will be leaving the City in early July. Ms. Land most recently served as
an Assistant Director of Development at CSU’s College of Agricultural Services and connected
alumni, industry partners, and passionate people to make a philanthropic impact on students,
programs and research. She will be a great addition to the City’s team.
Mayor Jeni Arndt
• Noted the noise ordinance items passing 7-0. She appreciates the confidence that Police inspire in
Council and the Community.
• Shared some concern about the recent Foothills Metro District public hearing. She asked for further
discussion about process.
• Noted the Urban Renewal Authority continues to go well and that the Citizen Advisory Group for the
North Fort Collins Business Association wants to get more involved and collaborate with the City as
they continue meeting.
• Provided a shout out to the local public health office for doing such a great job.
• Complimented Fort Collins staff for their thoughtful planning and project management resulting in
great service to the Community despite the budgetary challenges we are currently facing. She noted
various challenges the Denver area is facing and noted the contrast in approach.
