Staff is completing the draft 2025-2029 Consolidated Plan and will seek Council Approval of the Plan in July 2025. BACKGROUND The City of Fort Collins is an Entitlement Community, meaning we receive federal Community Development Block Grant (CDBG) and HOME Investment Partnership (HOME) grants each year on a formula basis. Every five years, the City is required to develop a Consolidated Plan which assesses the City’s current community development needs and establishes funding priorities for the next five years. From 2025 through 2029, HUD is expected to invest nearly $8.5 million dollars into Fort Collins through these funds. Grant dollars can be used for affordable housing, homelessness, supportive services, economic development, and community development to benefit low-income residents and neighborhoods. Docusign Envelope ID: 6DFC89DD-2F2D-4B4B-A4B9-9790C1B727A5 The HUD funds are paired with City dollars (Human Service Program funds of $770,000, Affordable Housing Funds of $525,000, and Homelessness Response Program funds of $270,000 annually) and allocated through the Competitive Process. The Competitive Process uses the Housing Strategic Plan, Consolidated Plan, and Human Services and Homelessness Priorities Platforms to guide funding decisions. UPDATE March 2024–January 2025 input into community needs and priorities was sought via a variety of methods including a listening session, prioritization workshop, focus groups, lived experience groups, interviews, Board and Commission presentations, public hearings, a webform, and a community questionnaire. June 11, 2024 Council received a staff report about the Consolidated Plan process, inputs and eligible uses of funds. July 2024 Councilmembers answered an online questionnaire which asked about community needs, affordable housing, and assisting low- and moderate-income households and people with special needs. Council identified affordable housing, supportive services, and homelessness facilities and services as priority areas of need. June 2024–June 2025 the above inputs, along with data gathered from HUD, census, and City and partner plans and reports, is being used to develop the draft 2025–2029 Consolidated Plan. The Plan will focus on achieving the following goals*: • Increase the supply of affordable housing units. Increase both rental and ownership housing with the following priorities: mixed-income housing, permanent supportive housing, and/or housing with co-location of services (case management, childcare, etc.). Prioritize projects that have nearby access to transit, grocery, employment, and other amenities/resources. May include construction, acquisition, adaptive re-use, etc. • Preserve existing affordable housing. Invest in preservation activities that maintain and/or improve affordable housing stock conditions and numbers. Rehabilitation efforts will extend the life of the preserved unit for a minimum of 15 years. • Provide emergency sheltering and services. Support projects that provide services, emergency shelter, and/or residency programs for individuals and families experiencing homelessness, including comprehensive case management for long-term stabilization. May include extreme weather emergency sheltering. Note: Housing stabilization was also identified as a priority, but due to funding limitations, applications for grant funds for these activities will be directed to the Homelessness Response Program fund through the duration of the 2025-2029 Consolidated Plan. *These goals may be modified to reflect additional input received between now and August 2025. NEXT STEPS 1. June 2025, the completed draft 2025-2029 Consolidated Plan will be released for public review and comments. 2.
