RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Attorney Carrie Daggett, City Manager Kelly
DiMartino, Deputy City Manager Tyler Marr, and Senior Deputy Clerk Cecilia Good met in person on
Monday, May 19, 2025. The following summarizes the discussions that began at 8:02 a.m.
MAY 20, 2025 Regular Meeting
• Starting with the May 20th agenda packet, attachments will be listed on the AIS form and exhibits will
be listed on the relevant ordinance or resolution. This change assists with clearly identifying and
organizing related documents for the community and staff.
• Item #14, second reading of Ordinance No. 51 regarding the International Fire Code, will be
postponed to the June 17th Council Meeting based on Council approval. The new date gives the
Building Review Commission and PFA Board time to review the proposed changes before Council
adoption.
• Item #15, Resolution 59 approving a first amendment to the service plan for the Foothills Metropolitan
District requires a public hearing. A script review will be scheduled for Tuesday, May 20 th to review
the hearing process.
• After LPT adjourned, staff requested that item #12 regarding the Vine Drive and Jerome Street
intersections be removed from the May 20th agenda and moved to the June 3rd Council meeting to
allow for updating of the item . The City Manager’s script will be updated to request that this item be
removed from consideration tomorrow night.
MAY 27, 2025 Work Session
• The Capital Improvements Tax Renewal is tentatively slated for a final Work Session on July 8th.
Six-Month Calendar
• The Authorizing Conveyance of Easements at Rigden Reservoir and Authorizing Conveyance of
Easements at Golden Meadows Park items tentatively scheduled for June 3rd will likely be moved to
consent.

• Staff is looking to schedule optional one-on-one conversations with Councilmembers to discuss the
Land Use Code updates, to allow focus on commercial corridors and issues related to changes
pertinent to their district.
• An executive session to discuss water service in northeast Fort Collins and related legal matters is
planned for July 1st .
Senior City Clerk Cecilia Good
• No updates.
Deputy City Manager Tyler Marr
• No updates, but the group discussed the necessity of having a Zoom option for the upcoming PRPA
meeting regarding the Organic Contract and Power Supply Agreement.
City Attorney Carrie Daggett
• CAO and CCO are coordinating with the contractor reviewing campaign finance reports. There has
been some confusion created by the contractor “approving” the reports after review. Clarification of
the language being used to communicate about the review will help prevent confusion about this.
• City Attorney Daggett confirmed that City Code requires campaigns to retain records like receipts
from expenditures and to provide them to the City upon request.
• CCO will work with Information Technology staff to fix the viewing issues for campaign finance reports
and change the campaign finance reports to add the cumulative total each filing period.
City Manager Kelly DiMartino
• The County is evaluating whether to move forward with a Child Care Tax item , and a decision will be
made by Memorial Day for adding it as a November ballot measure.
Mayor Pro Tem Emily Francis
• No updates.
Mayor Jeni Arndt
• No updates.
