Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: May 12, 2025 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Attorney Carrie Daggett, Senior Deputy City Attorney Jenny Lopez Filkins, City Manager Kelly DiMartino, Deputy City Manager Tyler Marr, and City Clerk Delynn Coldiron met remotely on Monday, May 12, 2025. The following summarizes the discussions that began at 8:00 a.m. MAY 13, 2025 Work Session • No comments. MAY 20, 2025 Regular Meeting • Item #13 – Adopting the International Fire Code, With Amendments – includes a motion to postpone this item to June 17. • Item #15 – Items Relating to Motor Vehicle Noise – there was a question about whether these items should be separate discussion items. Since all are interrelated it was suggested that they stay together. Any time an item comes forward that has separate items, i.e., the Charter amendments, staff will separate them into individual discussion items if there are different policy concerns raised by the items that the public may wish to speak to individually. There was also a question about noise related to agricultural activities being on consent. It was noted that this item is making a simple clarification to language ensuring compliance with State law. There was agreement to leave it on consent. Six-Month Calendar • June 3 – the ranked voting staff report should be changed to a community report since Larimer County Clerk & Recorder Tina Harris will be joining City Clerk Coldiron for this item. Leadership Planning Team Meeting May 12, 2025 Page 2 of 3 City Clerk Delynn Coldiron • Ranked voting update: o Held the last volunteer training last week. Overall, we have about 45 people signed up and trained to help. o Had a booth at a Farmers Market yesterday and talked to 115 people about ranked voting. • Petition update: o An initiative petition to extend the Natural Areas ¼ cent sales and use tax with modifications and in perpetuity was approved on Thursday, May 8 and is out for circulation. There was an ask to ensure that the Council is notified as soon as petitions are approved, including the text of what was approved. City Clerk Coldiron will ensure this happens, together with giving Council a heads up when a Notice of Intent to circulate a petition is filed. Signatures are due back to the City Clerk’s office for this petition no later than July 9. o Signatures continue to be collected on the two Hughes petitions. Signatures on these petitions are due back to the City Clerk’s office no later than June 11. o Guidelines related to collecting signatures in City facilities or on City properties have been developed and distributed to the petition representatives. There are concerns from some of the petition circulators related to this that are currently being addressed. Deputy City Manager Tyler Marr • No updates. City Attorney Carrie Daggett • Senior Deputy City Attorney Jenny Lopez Filkins will be covering the work session tomorrow night. • There have been a number of items recently received that require follow-up and response from the City Attorney’s office. City Attorney Daggett will work with the City Manager’s Office to coordinate responses and will keep Council apprised of these items. Senior Deputy City Attorney Jenny Lopez Filkins • No updates. City Manager Kelly DiMartino • Sent a recent communication about the pause on a proposed affordable housing project on the Remington parking lot property. Staff is waiting until after the parking optimization study is received to determine what recommendations might be implemented and how this impacts this and other considerations downtown. Staff acknowledges that the housing need is real and conversations related to this will continue. Concern was expressed about the possible length of delay. Leadership Planning Team Meeting May 12, 2025 Page 3 of 3 Mayor Pro Tem Emily Francis • No updates. Mayor Jeni Arndt • Thanked everyone for their work on the Civic Assembly process. She read the report and noted the process was professionally done and resulted in really good work. • Attended the employee recognition breakfast and provided kudos to the team who put this event together. She provided a shout out to the parking enforcement team for their award and noted their role in being community builders. • Provided a shout out to Chief Swoboda for assisting the woman who spoke during public comment about difficulties she is having with her housing managers. She noted his kind and compassionate approach to how he dealt with this issue. Meeting adjourned at 8:43 am.
