RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Manager Kelly DiMartino, Deputy City Manager
Tyler Marr, City Attorney Carrie Daggett, and City Clerk Delynn Coldiron met in person on Monday, May
5, 2025. The following summarizes the discussions that began at 8:02 a.m.
May 6 Regular Meeting
• There will no longer be a color guard ceremony before the Pledge of Allegiance during the regular
meeting since the CSU Cadet color guard is unable to attend.
• A reception for Small Business Week will occur in the City Hall lobby at 3:30 p.m. tomorrow. A related
proclamation will be read by the Mayor during the proclamation ceremony that begins at 5:00 p.m.
An interpreter will be participating.
• Item #8 – Items Relating to Nature-Based Solutions Plan and Stormwater Park Concept Plan Project
– this relates to grant funding awarded by the Federal Emergency Management Agency for Nature
Based Solutions master planning efforts. A related staff memo was sent by Kirk Longstein, Senior
Environmental Planner, to Council on April 15.
• Item #9 – Intergovernmental Agreement between the City of Fort Collins and the Downtown
Development Authority – this item was approved on second reading at the March 18 meeting;
however, had some exhibits missing from the agreement in Council’s packet. The item was
resubmitted to ensure the item is complete.
• Item #12 – Urban Renewal Authority (URA) – shout out to the URA for doing such great work!
• Item #14 – Grant for Front Range Passenger Rail – enables staff to apply for funding under the
Colorado Department of Local Affairs Energy and Mineral Impact Assistance Fund program for efforts
related to passenger rail.
• Two executive sessions were planned; however, issues with Comcast have since been resolved and
there is no need for an executive session related to this. The executive session related to Connexion
is still needed. Mayor Pro Tem Francis will modify her motion to go into executive session referencing
only the Connexion item.

May 13 Work Session
• Item #3 – Reduce Climate Pollution and Air Pollution through Best Practices – will include an update
on related efforts. Staff expects that the large methane fee might come up and will be prepared to
discuss this at a high level.
Six-Month Calendar
• May 20 – International Fire Code Adoption – this item was approved on first reading and postponed
on second reading. The item is expected to be postponed again to June 17.
• May 27 – Civic Assembly Recommendation and Report – 3-4 participants are expected to present to
Council with others in the audience available for questions. Kudos to Rupa Venkatesh, Sylvia
Tatman-Burruss, Ginny Sawyer, William Bevil and the Healthy Democracy team for their efforts
related to this process. Participant satisfaction with the process, the variety in community
representation, and thankfulness for having the opportunity to participate were expressed to City
Manager DiMartino. People from around the world were in attendance over the weekend to see the
process in action. Mayor Pro Tem Francis also commented on the event’s success and noted the
number of people from out of town who were in attendance.
• June 24 – Work Session will remain canceled since there are no items that will be ready for this date.
Mobile home park code changes will likely come forward in September. Staff was asked to follow up
related to what is extending the timeframe.
• Platte River Power Authority (PRPA) organic contract – A meeting has been scheduled on June 20
with all four partner cities. Additional Council meetings may be scheduled following this as needed.
City Clerk Delynn Coldiron
• Shirley Peel joined the Mayor’s race.
• The first round of processing campaign finance reports using the consultant went well. Only one item
remains outstanding at this time. All other reports were approved.
Deputy City Manager Tyler Marr
• PRPA hosted the NoCo Time Trials this past Saturday, a solar and battery model car competition for
middle school students. The event drew people from all across the Northern Front Range and had
hundreds of people there. The event supports STEM education and introduces students to a variety
of technologies PRPA is pursuing.

City Manager Kelly DiMartino
• Attended, along with Councilmember Canonico and numerous City staff, the two-day regional training
exercise focused on an urban wildfire. The event was held at the Larimer County Emergency
Operations Center and had participants from across the region. It was time well spent.
• Harmony Road has been reopened and finished two weeks ahead of schedule. One additional
intersection, Harmony and Lemay, needs to be closed and repaved which will happen this weekend.
Kudos to the crews for their hard work.
City Attorney Carrie Daggett
• The Open Investments/Open International appeal oral argument is scheduled for a week from
tomorrow. There will be audio streaming available for those interested.
• Marlene Brown, the Department’s Office Manager, is back in the office today. One vacancy remains
pending and once hired, the Department will be fully staffed.
• The continued hearing on restitution as part of the Council Chambers repair due to the glued hands
is occurring this week. An update will be provided after.
Mayor Pro Tem Emily Francis
• Asked about employee unions and next steps. An executive session related to this will be scheduled
for May 20.
Mayor Jeni Arndt
• Asked about Building Energy and Water Scoring (BEWS) and whether this needed to be done
annually. Staff is asked to provide a follow up memo on how the program is going, including how
information is being used, whether intended outcomes are being met, and whether updates are
needed annually in comparison to the burden being placed on businesses for compliance.
• Asked about a solar meter collar meeting that occurred and about related outcomes. Staff continues
to engage with the interested industry parties and examine whether current practices remain optimal.
• Appreciated the support staff is giving to the airport during this time of transition.
