RE: Leadership Planning Team (LPT) Meeting
Mayor Pro Tem Emily Francis, Councilmember Julie Pignataro, City Manager Kelly DiMartino, Deputy
City Manager Tyler Marr, Senior Deputy City Attorney Jenny Lopez Filkins, and City Clerk Delynn
Coldiron met remotely on Monday, April 28, 2025. The following summarizes the discussions that began
at 8:00 a.m.
May 6 Regular Meeting
• There will be an interpreter for the Small Business Week proclamation.
• There will be a color guard ceremony before the Pledge of Allegiance during the regular meeting.
Six-Month Calendar
• May 20 – Sounds of the City will be three separate items
o Traffic (5 ordinances)
o Fireworks Update
o Agricultural exemptions (will be on consent)
• May 20 – Work Session to discuss Council Vacancies is expected to move to June 3rd given a fewer
number of discussion items on the regular meeting.
• May 27 – The Staff Report for One Water Action Framework Planning may be moved to the June 3rd
Regular Meeting/Work Session. ELT will discuss this week.
• June 24 – Staff will discuss whether any items could be ready for this date. Several Councilmembers
have decided not to attend the Colorado Municipal League conference and could be available for this
Work Session.
• Request to schedule items that are on the unscheduled list. Mobile Home Park code updates and a
budget process update were specifically mentioned.
City Clerk Delynn Coldiron
• Judy Egbert has been hired as the campaign oversight consultant. Her work will start with reviewing
the May 1 campaign finance reports due this week.

Deputy City Manager Tyler Marr
• Attended the State Colorado City and County Management conference with others from the
Manager’s Office. Fort Collins continues to represent well in terms of practices, programs and
approaches to shared problems around the state. Shout out to Rupa Venkatesh, Assistant City
Manager, who is on the Conference Committee and the CCCMA Board. She did a great job
introducing and organizing the keynote address, other speakers throughout the conference, and with
her various roles throughout the event.
• Kudos to the Utilities and Streets crews for their efforts to repair the multiple water line breaks on
Lemay last week. Their diligence with troubleshooting and fixing this multi-break occurrence is much
appreciated.
City Manager Kelly DiMartino
• Reported problems with the showers in the women’s locker room at EPIC. An RFP process has been
completed and a contractor selected for the fix; however, the work will not be completed until the end
of May or beginning of June. Staff is working on a temporary solution until the fix is completed.
Proactive communication is occurring with patrons.
• The regional FEMA training in Emmitsburg, Maryland was canceled. Approximately 75 regional staff
were planning to attend. In lieu of this, a regional exercise will be held at the Larimer County Office
of Emergency Management (OEC) for two days this week. The exercise planned is an urban wildfire
scenario.
Senior Deputy City Attorney Jenny Lopez Filkins
• No updates.
Councilmember Pignataro
• No updates.
Mayor Pro Tem Emily Francis
• Shout out to staff and volunteers who showed up to plant trees at City Park for the Arbor Day event
despite the cool weather.
