Subject: Anti-Discrimination Anti-Harassment Workplace Annual Report (2023-2024)
BOTTOM LINE
The purpose of this memo is to provide an annual report regarding training and complaints
under the Anti-Discrimination Anti-Harassment (ADAHP), which City Council amended in 2023.
On April 1, 2024, Mayor and City Councilmembers attending training related to ADAHP, its
requirements, and the implications of failing to comply with ADAP. The next required training will
be in 2026, following the 2025 election.
2023 COMPLAINTS
• No complaints were submitted in 2023
2024 COMPLAINTS
• A board and commission member filed a complaint against three Councilmembers. The
matters were referred to an outside investigator. None of the allegations were
sustained. In accordance with established procedures, the investigation findings were
communicated to the reporting party, the respondents, the Human Resources Executive,
and the City Manager.
• Two community members filed a complaint against a Councilmember. It was determined
to fall outside the scope of the ADAHP, and this was communicated to the complainants.
The complainants did not respond or seek further review following the scope
determination.

• A board and commission member filed a separate complaint but did not provide
sufficient information or participate in the investigation process. As a result, the
complaint was abandoned and administratively closed.
