Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: April 21, 2025 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, Deputy City Manager Tyler Marr, Assistant City Manager Rupa Venkatesh, City Attorney Carrie Daggett, and City Clerk Delynn Coldiron met in person on Monday, April 21, 2025. The following summarizes the discussions that began at 8:00 a.m. April 22 Work Session • No comments Six-Month Calendar • May 6 – There is a proclamation for Armed Forces Week. A color guard ceremony is planned prior to the Pledge of Allegiance during the Regular meeting as part of this. • May 6 – A tentative item has been added related to an appropriation for Parking Services and Municipal Court relocation. This item is scheduled for the Council Finance Committee on May 1. • May 6 – Code amendments related to muffler and traffic noise, fireworks and agricultural exemptions may come forward as discussion items depending on Council’s discussion at the April 22 Work Session. • May 6 – an executive session has been added related to legal advice regarding the Comcast Franchise Agreement. Staff is currently involved in related renegotiations which occur approximately every ten years. • June 3 – a staff report is planned on Ranked Voting. The Clerk’s Office is planning to have a related educational table set up in the lobby at all Regular Council meetings starting on this night, through October, for people who want to learn more. • June 17 – an ordinance related to short term rentals (STRs) is planned for discussion. This item will include a moratorium on new STRs in the Old Town North neighborhood. • June 24 – there was a question about whether this meeting, which had been expected to be cancelled, instead should be held since at least a quorum of the Councilmembers are not planning to attend the Colorado Municipal League conference. Leadership Planning Team Meeting April 21, 2025 Page 2 of 2 City Clerk Delynn Coldiron • Staff from the Clerk’s office attended the Earth Day event on Saturday to provide education on Ranked Voting. There was a lot of interest in those attending to learn more about this. Assistant City Manager Venkatesh • Provided an update on the Civic Assembly process that was held on April 12-13. Staff will be sending Councilmembers a link to all related videos and documents. The next session is scheduled for May 3-4. Recommendations from the Civic Assembly process are expected to go to Council for consideration during July/August 2025. Deputy City Manager Marr • A continued public hearing for the Platte River Power Authority’s 1041 permit request to install five natural gas aero-derivative turbines for electric power generation is scheduled for this afternoon before the Board of County Commissioners. The meeting is scheduled for 3:00-6:00 p.m. at the Larimer County Hearing Room located at 200 W. Oak Street. Interested individuals can also attend via Zoom. City Attorney Carrie Daggett • Senior Deputy City Attorney Jenny Lopez Filkins will be covering the Work Session tomorrow night. Mayor Pro Tem Francis • FoCoMX was held over the weekend, as well as Earth Day, and both were great events. Proclamations were read at each. Mayor Arndt • Attended the free mulch day event and was unsure whether people were able to visit due to this being such a busy weekend. She hoped another event could be planned if there was a lot of mulch left. Meeting adjourned at 8:26 am.
