RE: Leadership Planning Team (LPT) Meeting
Mayor Pro Tem Emily Francis, Councilmember Kelly Ohlson, City Manager Kelly DiMartino, Deputy
City Manager Tyler Marr, City Attorney Carrie Daggett, and City Clerk Delynn Coldiron met remotely on
Monday, April 14, 2025. The following summarizes the discussions that began at 8:00 a.m.
April 15 Regular Meeting
• Item 13 – Appropriating Prior Year Reserves in the General Fund for Cultural Development and
Programming Activities, Tourism Programming, and Convention and Visitor Program Services – there
was a question about the last time distribution formulas were reviewed related to lodging tax
revenues. Staff will follow up on when this last occurred. A Community Report is scheduled from
Visit Fort Collins on May 13th and could be discussed then.
April 22 Work Session
• Land Use Code Update: Commercial Corridors and Centers is expected to go longer than an hour
due to the depth of the information and feedback desired from Council Members.
Six-Month Calendar
• April 22 – there will be a dinner for Council and the PFA Board prior to the meeting. Dinner will be
held at the 222 Community Room. The Work Session will be held in its usual location at City Hall
(Council Information Center).
• May 6 – an Executive Session will be added related to the Comcast franchise fee.
• May 6 – Natural Areas Habitat Buffer Zones and Nature Based Solutions Master Plan – there was
concern expressed about any efforts that would reduce these buffer zones. There was a memo from
staff about a proposed planning effort to update the approach to buffer zones in last week’s Council
Packet and an appropriation of grant revenues for the master planning process will be on the agenda.
That item will likely get pulled from the Consent Agenda to enable more detailed discussion.
• May 20 – International Fire Code – this item will be moved to a date certain by Council to allow
additional time for discussion with boards and commissions and any needed follow up.

• May 20 – Amendment to the Foothills Metropolitan District Service Plan – there was a question about
the reduced amount of affordable housing that is now being proposed and the value of the land
donation. These items should be included in the agenda item summary. There was also a question
about when owners/developers are allowed to present to Council separate from public comment. In
this case, the owner/developer is expected to present in accordance with the City’s Metro District
Policy. It was suggested that agenda item summary documents explain the different protocols when
special processes are being used for an item.
City Clerk Delynn Coldiron
• Two petitions related to the Hughes Stadium property were approved as to form on Thursday. The
petitioners now have until June 11 to collect signatures. One of the petitions requested a special
election and requires 7,605 signatures. The other did not request a special election and requires
5,079 signatures. If sufficient, the Charter requires both items to appear on the next November (2025)
ballot.
• Councilmember Tricia Canonico announced she is running for Mayor. Current election status:

• No updates.
City Attorney Carrie Daggett
Efforts continue in the Open Investments/Open International case, including preparations for oral
argument before the Tenth Circuit on May 13.
City Manager Kelly DiMartino
• Attended portions of the first Civic Assembly process that was held over the weekend; it went well.

• Attended the pow-wow event at the Northside Aztlan Community Center; it went well and seemed
very well attended.
• Staff is pausing efforts on the Remington lot affordable housing proposal to convene with Housing
Catalyst to revisit a range of options that might be available related to parking. The Downtown
Development Authority and other downtown stakeholders will be consulted as well, following initial
discussions with Housing Catalyst. This item is expected to be discussed at the Council Finance
Committee meeting in June as opposed to May.
• There was an initial discussion at the Ethics Review Board around financial disclosure statements
required from Councilmembers, the City Manager, and the City Attorney. These have historically
been available on the City’s website; however, it has been reported that there are issues accessing
these now that the files have moved to Laserfiche. Staff will work on restoring the links. In the
meantime, individuals interested in viewing this information can request copies through the CORA
process at no charge unless the search for what has been requested takes more than an hour. Since
the meeting, City Clerk Coldiron found out that IT staff had identified and fixed the technical problem,
and the links are accessible once again.
Councilmember Ohlson
• Noted the difficulty of accessing Council’s emails via the existing transparency system and wondered
if anything could be done to make this easier for folks. Staff was asked to follow up.
Mayor Pro Tem Emily Francis
• Asked for clarification related to the City’s approach to requests for unionization and adherence to
PROPWA.
