Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: April 07, 2025 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, Assistant City Manager Rupa Venkatesh, Project and Policy Manager Ginny Sawyer, City Attorney Carrie Daggett, and City Clerk Delynn Coldiron met in person on Monday, April 07, 2025. The following summarizes the discussions that began at 8:02 a.m. April 8 Work Session • No comments. April 15 Regular Meeting • There are five proclamations scheduled for this night. Mayor Pro Tem Francis will preside over this meeting and will present the proclamations. • Item #10: Items Relating to City Charter Amendments – there was a question asked about gender references and whether all instances were changed as requested in a memo received from the Women and Gender Equity Advisory Board (WGEAB). All references were in City Code rather than the Charter. Staff was asked to follow up with the WGEAB related to this. The changes to gender references will be made as those portions of the Code get updated. • Item #16: Oak Street Stormwater Project Appropriation – This item is on discussion to enable staff to give a related update. • A possible executive session related to a real estate acquisition is expected and will be added to the agenda. Six-Month Calendar • April 22 – PFA Annual Report – there will be a dinner for Council and the PFA Board prior to the meeting. • May 6 – Council Vacancies Charter amendment – this work session item is being moved to May 20. • Request to add Mobile Home Park Code updates to the unscheduled list. An update on this item might be available at the April 8 work session as part of Item #3 – Council Priority: Improve Human and Social Health for Vulnerable Populations. Leadership Planning Team Meeting April 07, 2025 Page 2 of 2 City Clerk Delynn Coldiron • Training for new Board and Commission members is occurring today and tomorrow. • Two Notices of Intent to circulate petitions related to the Hughes Stadium property were received on Friday. At least one of the petitions is expected to start circulating on Friday, April 11. The petitioners have 63 days to collect signatures. Assistant City Manager Rupa Venkatesh • The Civic Assembly will be convening for the first time this weekend (April 12-13). The agenda and other information will be available here: https://ourcity.fcgov.com/future-of-hughes. City Attorney Carrie Daggett • No updates. Project and Policy Manager Ginny Sawyer • Work has begun related to development of an intergovernmental agreement for the formation of an airport authority. Staff will provide updates as they are available. The Airport Governance Committee will be convened this summer to provide feedback on the proposed agreement terms. Mayor Pro Tem Emily Francis • No updates. Mayor Jeni Arndt • Shout out to CPIO staff for the April 1 video. The Mayor noted this is a great example of how a government can be fun and stated this is receiving national recognition. She thanked staff for their creativity and hoped to see more of this type of work. • Attended a meeting with the Water Quality Control Division which came to the City to speak primarily with mobile home residents on water quality and the State’s complaint process. • Will be attending an ICLEI Local Governments for Sustainability international conference next week where the focus will be on what local and national governments can do related to environment and related sustainability efforts. • Attended a Chamber Local Legislative Affairs Committee meeting last Friday morning where concern was shared about the Remington Parking lot proposed development. Meeting adjourned at 8:50 am.
