Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: March 31, 2025 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Manager Kelly DiMartino, Deputy City Manager Tyler Marr, City Attorney Carrie Daggett, and City Clerk Delynn Coldiron met remotely on Monday, March 31, 2025. The following summarizes the discussions that began at 8:00 a.m. April 1 Regular Meeting • Item #27 – 2024 International Fire Code Adoption – staff will be asking Council to postpone this to either May 6 or May 20 to allow more time to work through the proposed appeal provisions. The date will be formalized once Poudre Fire Authority staff has a chance to weigh in. April 8 Work Session • Staff Report on Electric Vehicle Readiness Roadmap – Staff will be prepared to discuss the questions that have come up on charging infrastructure and whether level 2 or 3 charging is the right focus. Six-Month Calendar • Downtown parking is expected to come forward sometime in September. City Clerk Delynn Coldiron • Noted a change that was made to the elections webpage to better identify where people can find information on candidates. She also provided an update on candidates. Deputy City Manager Tyler Marr • Halligan received a 3-0 vote from the County Commissioners at their 1041 hearing last week. He congratulated the team that has been doing this work and noted that this represents another significant milestone in the project’s journey. • Platte River Power Authority’s 1041 hearing on gas turbines has been moved to April 24th. Leadership Planning Team Meeting March 31, 2025 Page 2 of 2 City Attorney Carrie Daggett • An audio stream may be available for anyone who wants to listen to the oral arguments given in the Open Investments/Open International appeals case on May 13th. CAO is checking to confirm and get details to share. • Two attorneys are starting with the City Attorney’s office today: o Brad Yatabe has come back to the City and will focus on advising the planning, zoning and development functions; o Dave Gorlin is new to the City and will focus on employment law and managing litigation. John Duval remains under contract helping manage police liability and the Open Investments/Open International case. This will help while staff transition continues. City Manager Kelly DiMartino • Attended a City/County/Poudre School District meeting where good conversation occurred about ongoing financial challenges and impacts. Working alongside other organization’s executives to develop a common set of messaging regarding impacts and ongoing work in these spaces. Mayor Pro Tem Emily Francis • Currently attending the American Planning Association’s conference and noted that Fort Collins is well ahead of others in so many areas. She has attended many interesting sessions on housing, planning and parks and stated the information has been helpful. Mayor Jeni Arndt • No updates. Meeting adjourned at 8:26 am.
