Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: March 24, 2025 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Manager Kelly DiMartino, Assistant City Manager Rupa Venkatesh, City Attorney Carrie Daggett, and City Clerk Delynn Coldiron met in person on Monday, March 24, 2025. The following summarizes the discussions that began at 8:00 a.m. March 25 Work Session • No comments. April 1 Regular Meeting • Community reports – staff was encouraged to proactively reach out to community partners and agencies and schedule quick, 10-minute updates during Council meetings and/or Work Sessions on a more regular basis. It was noted that Poudre Fire Authority is coming to Council in April and Visit Fort Collins in May to provide reports. There was interest mentioned in reports from the Downtown Development Authority, the Urban Renewal Authority, Housing Catalyst and the Youth Advisory Board. • Item 12 – Adoption of the 2024 International Fire Code, with Amendments – legal concerns were raised regarding the changes to the appeal process that are being proposed and the need for further discussion. This item will be placed on discussion to allow further vetting. It may be postponed so more work can be done related to this item. • Item 16 – Appropriation through City Give for the Payment Assistance Fund – more details were requested related to these items including whether the work intended was completed, how many people were assisted, what the final outcomes were, etc. It was noted that this information could be highlighted through memos to Council or staff reports. • Item 20 – Items related to Code Updates for Water Utility Fees – this item eliminates the requirements that an owner would have to pay plant investment fees and raw water fees when splitting an existing service for a duplex. This is a good news item. • Item 21 – Updates to the Contracted Waste Program – was mentioned as a good news item as well. Leadership Planning Team Meeting March 24, 2025 Page 2 of 3 • Item 24 – Community Development Block Grant Funding for Respite Care – there was a question about whether this grant funding could be approved since the facility is relocating to Timnath. It was determined that given the regional nature of the work and amount this entity supports Fort Collins, the new location is an appropriate use of funds. • Item 26 – Charter Amendments – it was noted that a protest period related to proposed ballot language for these items will be in place until noon on Monday, March 31st. If any protests are received, a protest hearing for the item would occur first, followed by discussion. More information will be provided related to the protest hearing process. One of the proposed amendments addresses various corrections, including fixing the circulation time related to petitions. Issues related to the Council vacancy process were discussed. This item was originally planned to be consolidated with other related matters; however, that approach would limit the scope of the changes to specific corrections and there are other changes that may be beneficial. Staff was encouraged to bring an ordinance to Council with a Charter amendment that fully revamps this process and includes clarification on term limits for partial terms. • Item 27 – 2025 Coordinated Election – this item authorizes the City Manager to enter into an intergovernmental agreement with the County for the coordinated election and requests a related appropriation to fully cover anticipated costs, as well as money for additional campaign finance oversight. Six-Month Calendar • April 15 – Oak Street Stormwater Project Appropriation and Update – this item normally would be on the Consent Agenda but due to the size of the project, it will be placed on discussion so staff can give a related update. • June 17 – Tentative Community Report from the Youth Advisory Board and dinner with Council prior to the meeting. City Clerk Delynn Coldiron • Provided kudos to Amy Resseguie and other CPIO staff for completing the Ranked Voting video. Staff plans to show it at the upcoming Candidate Information Session on April 2 and then will add it to the City website. Assistant City Manager Rupa Venkatesh • No updates. City Attorney Carrie Daggett • An oral argument date has been scheduled for May 13th in Denver in the appeal before the Tenth Circuit Court of Appeals in the City’s case with Open Investments/Open International. Leadership Planning Team Meeting March 24, 2025 Page 3 of 3 City Manager Kelly DiMartino • Mentioned the short-term rentals (STRs) emails that are being sent to City Leaders and a meeting held with Old Town North owners/occupants. Staff plans to go to the Planning & Zoning board in May for a recommendation to remove non-primary STRs as an allowable use in this zone. The item will move to Council in the June/July timeframe for approval. Other things will be looked at as well; however, staff believes this is a good first step to help keep the issues from getting worse. Council will receive a memo with more detailed information soon. Mayor Pro Tem Emily Francis • Raised questions about the status of the housing project at the Remington Parking Lot. Staff is exploring options that support the Housing Catalyst project and also provide ways to mitigate the impact on parking availability. Information will be coming to the Council Finance Committee in early May. • Asked staff to move information about current candidate races to the Elections front page instead of several layers down in the information on the webpage. Mayor Jeni Arndt • Asked about the Civic Assembly process. Staff noted that final recommendations would come to Council on May 27. o Two upcoming Civic Assembly sessions are scheduled: April 12-13 and May 3-4. o More information can be found on the City’s website at https://ourcity.fcgov.com/civicassembly • Staff was asked to remind board and commission staff liaisons to let Parking Services know when board meetings are occurring to ensure board and commission members are not ticketed for parking in adjacent parking spaces while participating in their meetings. Meeting adjourned at 9:03 am.
