RE: Recommendation for Supporting a Large Methane User Fee Feasibility Study

Dear Mayor and City Councilmembers,
The Air Quality Advisory Board (AQAB) recently learned of a proposal for a Large Methane
User Fee (LMUF) to be assessed upon the City’s largest methane users, with the proceeds used
to help these same entities reduce their methane use. While the Board does not have enough
information to endorse such a proposal, as there are many details to be worked out, we do feel
that it is worth further study. The AQAB therefore recommends that City Council direct staff to
examine the LMUF, including the various options for its implementation, and report back to
Council with their findings. Should such a proposal be feasible, it could be a great catalyst to
help Fort Collins reach its greenhouse gas emissions goals.
