Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: March 17, 2025 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Manager Kelly DiMartino, Deputy City Manager Tyler Marr, Senior Deputy City Attorney Jenny Lopez Filkins, and City Clerk Delynn Coldiron met remotely on Monday, March 17, 2025. The following summarizes the discussions that began at 8:00 a.m. March 18 Regular Meeting • Item 12 – FASTER Transit Program Funding for the FLEX Regional Route – It was noted that the Agenda Item Summary makes it sound like the City is providing Saturday and Sunday service. However, the map shows Saturday service only. Staff is asked to provide more information on weekend service. • Item17 – Enforcement of Open Fire and Burning Restrictions and Item 18 – Adoption of the 2024 International Fire Code – the Mayor noted she would be pulling these items from consent based on public feedback she has received. She asked for more explanation about the proposed changes. It was noted that the changes are minimal, and that staff will provide additional clarification. PFA staff should be ready with a presentation for these items. • Staff Report: Federal Funding Update – The Mayor noted it was good that staff is doing a formal report on this. People in the community are nervous about what is happening at the federal level and how it impacts our community. March 25 Work Session • Item 2: Build and Preserve Affordable Housing and Item 3: Accessory Dwelling Units – will be one large item with four parts. Each part will be presented and then paused to answer questions and get Council feedback. Six-Month Calendar • May 6 – staff received a request to add a proclamation declaring May 12-17 as Armed Forces week. The Mayor approved adding this to the four already scheduled. Leadership Planning Team Meeting March 17, 2025 Page 2 of 2 City Clerk Delynn Coldiron • Attended CSU’s Democracy Summit where the Clerk’s office had a booth for boards and commissions and ranked voting. There was a lot of interest from those attending. Staff found a resource through RCV123.org where people can rank items on a ballot, and staff can then demonstrate how the rankings get distributed. It is a big hit with people. • Will be holding a Candidate Information Session on April 2, 6:00 p.m., at City Hall. Topics will include Fort Collins municipal government and election basics, as well as information about campaign requirements and ranked voting. Deputy City Manager Tyler Marr • The City will be hosting a group of Purdue students this week. It was noted that many staff and community partners would participate in the visit. • Had a productive visit last week at the National League of Cities (NLC) conference in Washington. It was beneficial to be able to share context of Fort Collins and the current federal environment with the City’s Congressional delegation. Senior Deputy City Attorney Jenny Lopez Filkins • Provided some additional clarification related to the fire code items. City Manager Kelly DiMartino • No updates. Mayor Pro Tem Emily Francis • No updates. Mayor Jeni Arndt • Has become increasingly concerned about limitations in the Charter related to staff not being able to support or engage in political efforts and noted the importance of City employees being able to exercise their rights in this regard. Senior Deputy City Attorney Lopez Filkins noted there are changes being proposed in the Charter updates that will address this. Council will be discussing these changes at its April 1 meeting. • Noted that members of the Youth Advisory Board attended the NLC Conference as well last week. Expressed a desire to ensure recruitment for membership on the Youth Advisory Board is broad based and ultimately results in opportunities given to all youth in the community. She was interested in being as inclusive as possible and making sure that membership included youth who might not otherwise have an opportunity to do things such as the conference.
