Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: March 3, 2025 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Jeni Arndt, Councilmember Melanie Potyondy, Deputy City Manager Tyler Marr, Assistant City Manager Rupa Venkatesh, City Attorney Carrie Daggett, and City Clerk Delynn Coldiron met remotely on Monday, March 3, 2025. The following summarizes the discussions that began at 8:00 a.m. March 4 Regular Meeting • Item 13 – Second Reading Declaring Certain City-Owned Property at Pelican Marsh Natural Area as Right-of-Way – It was noted that this item was delayed so that questions raised by the Natural Resources Advisory Board could be answered and clarified in the AIS. • Item 19 – Resolution Directing Staff to Move Forward Efforts Required for the Formation of an Airport Authority – the Mayor explained that this item did not approve an Intergovernmental Agreement related to this but authorizes staff to explore this further. • Item 21 – Election Code change regarding write-in candidates – This item is on discussion because it was a split vote on first reading (5 to 2). Staff asked if a presentation was needed. Based on the discussion staff will present something short that outlines the current processes and parameters. Six-Month Calendar • March 18 – Reminder that the Civic Assembly selection will occur at 5 p.m. so there will be no proclamations this night. • April 1 – Add Council Priority in the title for the Charter Amendments item. • Deputy City Manager Marr noted staff is working on various items to highlight as part of discussion agendas that will be shared with Council during meetings where there are lighter agendas. City Clerk Delynn Coldiron • Alia Jackson is starting with the Clerk’s Office today as an Assistant City Clerk focused on the Council agenda process. The Clerk’s Office is now fully staffed and so excited to have her onboard. She is coming from the City Attorney’s Office where she previously was a legal assistant. • Staff has its next touchpoint related to Ranked Voting this Friday where we will have a table at the Colorado State University Democracy Summit. Leadership Planning Team Meeting March 3, 2025 Page 2 of 3 • An Election Code Committee meeting is scheduled for today at 4:00 p.m., in the City’s CIC Conference Room. Note: It is expected that the Election Code Committee meeting will be moving to remote. Assistant City Manager Rupa Venkatesh • A March Against Fascism is scheduled for tomorrow from 4:30 to 6:30 p.m. The organizers plan to start the march at City Hall with remarks, march to Old Town, and then rally back to City Hall. They are expecting 20-100 people. No safety or traffic impacts are expected. • An International Women’s Day proclamation is scheduled for tomorrow night. A related community celebration is scheduled for 3:30 p.m., in the City Hall lobby. Deputy City Manager Tyler Marr • Gave a shout out to the Mayor and City Manager DiMartino for the great job they did at the State of the City address. Also gave a shout out to the CPIO and Lincoln Center staff for all their hard work in ensuring a great event. • Congratulated Mayor Arndt for her election as Chair of the Platte River Power Authority (PRPA) Board. He added that an annual report was presented at the February meeting and that PRPA continues to do excellent work. City Attorney Carrie Daggett • Noted Senior Deputy City Attorney Jenny Lopez Filkins will be covering the March 18 meeting, along with all related agenda activities. • Noted they have hired one attorney and are on the verge of hiring another. This will bring the City Attorney’s Office to full staffing levels with the exception of a now vacant legal assistant position (and medical leaves). Councilmember Melanie Potyondy • Also provided a shout out to all involved with the State of the City address and thought it was a great event. She did have a concern about the start time and wondered if this limited community members from attending. Assistant City Manager Venkatesh noted it was scheduled for this time as typically community partners are in attendance so the earlier time would allow for them to end their workday with this event. It was suggested that the event open at 4:00 p.m. giving people time to visit tables and interact and then have the address start at 5:00 p.m. Staff will take this into consideration for future State of the City events. Leadership Planning Team Meeting March 3, 2025 Page 3 of 3 Mayor Jeni Arndt • Also provided a shout out to all involved with the State of the City address and agreed it was a great event. • Also provided a shout out to PRPA for all the great work it is doing. Noted that because of the way they have built out their Integrated Resource Plan (IRP) and resource procurement, PRPA’s clean energy transition is still proceeding even with the uncertainty in federal funding. • Save the Poudre (STP) and the Northern Colorado Water Conservancy District Northern Integrated Supply Project Water Activity Enterprise (NISP Enterprise) reached a $100M settlement for a Poudre River Improvement Fund that will end STP’s NISP opposition and the associated lawsuit. • Was contacted by the owner of Wobble Hifi related to pending efforts to obtain a liquor license from the City. Staff will continue to work with the owner. • Currently attending an ICLEI - Local Governments for Sustainability board meeting. ICLEI is a global network working with more than 2,500 local and regional governments committed to sustainable urban development. Meeting adjourned at 8:33 am.
