Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: February 24, 2025 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Jeni Arndt, Mayor Pro Tem Emily Francis (remote), City Manager Kelly DiMartino, Deputy City Manager Tyler Marr, City Attorney Carrie Daggett, and City Clerk Delynn Coldiron met in person on Monday, February 24, 2025. The following summarizes the discussions that began at 8:01 a.m. February 25 Work Session • No comments. March 4 Regular Meeting • Item 17 – First Reading Declaring Certain City-Owned Property at Pelican Marsh Natural Area as Right-of-Way – Additional context has been added to the Agenda Item Summary in response to questions received. • Item 19 – Airport Authority – The title for this item should be updated to more specifically capture the Council action, to include continuing the Joint Committee’s work to advise staff on work as it proceeds. • Item 20 – Urban Forest Strategic Plan – This is on discussion because it was a split vote on first reading (6 to 1). At the time of first reading on February 4, second reading was delayed to March 4 to enable consideration of the item by the Planning & Zoning Commission before second reading. • Item 21 – Election Code change regarding write-in candidates – This is on discussion because it was a split vote on first reading (5 to 2). Six-Month Calendar • March 18 – Reminder that the Civic Assembly selection will occur at 5 p.m. There will be no proclamations scheduled. Mayor Arndt asked whether Civic Assembly meetings can be watched? This was confirmed. The full meetings of the Civic Assembly group are expected to be broadcast. City Clerk Delynn Coldiron • A staff team will be at the State of the City address tonight to answer questions about Ranked Voting. County staff is also expected to be in attendance and participate as needed. Leadership Planning Team Meeting February 24, 2025 Page 2 of 2 Deputy City Manager Tyler Marr • Staff is working on scheduling various meetings with Colorado representatives and others for the upcoming National League of Cities conference. • NoCo Water Alliance is working to align on draft principles for regional cooperation. Should a draft resolution adopting the principles get to a recommended state by that group, it is expected to come to Council for consideration. City Attorney Carrie Daggett • Briefing in connection with the Tenth Circuit appeal from the judgment for the City in the Open (Utility Customer Information System) case was finished last week. It is now in the hands of the Court and will be assigned to a three-judge panel. There will be further updates once oral arguments have been scheduled. City Manager Kelly DiMartino • Larimer County Planning & Zoning Commission unanimously recommended approval of the Halligan 1041 permit. A County Commissioners hearing on this item is scheduled for March 24th. • The Center for Public Deliberation (CPD), through Healthy Democracy, is coordinating the work of the community guides that are part of the civic assembly process. Training for the community guides was done on February 4th and 12th. • Noted that members of LPT have received questions about what occurs if competing ballot initiatives are put before the voters. Group discussed that all initiatives would be included on the ballot and to the extent adopted measures are in conflict, the item getting the most “yes” votes would prevail. Mayor Pro Tem Emily Francis (nothing further) Mayor Jeni Arndt • Provided a shout out to Davina Lau with the City Clerk’s office for her efforts in organizing very clearly and professionally the board and commission interviews; great job! She also thanked all 155 community members who volunteered for a board or commission position. • Asked about federal funding. A staff team is working on developing a list of City items that are federally funded and the impacts that would result from losing that funding. A staff report will be scheduled for March 18 to provide Council with an update. • Recently toured Compost Queen and learned a lot. She thanked her hosts for taking the time to give her a tour and was excited for an upcoming Council discussion on food waste and the work of the State grant. Meeting adjourned at 8:56 am.
