RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Manager Kelly DiMartino, Deputy City Manager
Tyler Marr, City Attorney Carrie Daggett, and Senior Deputy City Clerk Cecilia Good met virtually on
Tuesday, February 18, 2025. The following summarizes the discussions that began at 8:02 a.m.
February 18 Regular Meeting
• Item #10 Appropriating City Give monies to the Immigration Legal Fund – Mayor Pro Tem Francis
asked if the funding was a request for additional funds or to replace the existing funding. City Manager
DiMartino clarified that it is additional funding.
• Staff has requested that Item #16 Declaring Pelican Marsh Natural Areas as Public Right-of-Way be
pulled by the City Manager and moved to the March 4th agenda to clarify language in the AIS and
answer additional questions raised as part of recent Land Conservation Stewardship Board dialogue.
• Discussion related to item number 21: Election Code Changes:
o Write-in candidates could have an impact on Ranked Voting, which is why the Election Code
Committee has recommended that staff present an Ordinance to remove this option. To
officially appear on the ballot, it takes just 25 petition signatures from eligible citizens, making
the ballot very accessible.
o Staff will recommend that Council amend the language for Ordinance 30 tonight to clarify the
correct inflation index used (Denver -Lakewood-Aurora). Mayor Arndt requested that staff add
language adopting its successor index should it change in the future.
February 25 Work Session
• Mayor Pro Tem Francis requested that as part of the DOLA community report and work session item
on mobile home park efforts, staff discuss a broader range of information than what was presented
to at a recent report last Friday, such as impacts on municipalities and potential gaps in services
compared to what the State focuses on and what the City could does and could focus on.

Deputy City Manager Tyler Marr
• Attended the Utility Management Conference in Dallas, Texas last week. He presented regarding the
City’s One Water journey to date and attended with others from One Water . Noted how the Fort
Collins story resonates with many across the country and that having an opportunity to connect with
other utilities serves as a good reminder of how much the City is doing in these leading spaces.
City Attorney Carrie Daggett
• Nothing to add
City Manager Kelly DiMartino
• Preparations are ongoing for the State of the City on Monday, February 24th.
Mayor Pro Tem Emily Francis
• Nothing to add
Mayor Jeni Arndt
• Gave a shoutout to the Bike to Work event coordinators. She ran to several stations and staff was
doing an excellent job. She thanked everyone that was involved.
• Requested an update on the cases stemming from the March 2024 disrupted Council meeting – City
Attorney Daggett will provide an update.
• The County Planning Commission supported Platte River Power Authority’s 1041 application to add
five natural gas aero-derivative turbines. The Board of County Commissioners will hear the item next
month.
