RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Manager Kelly DiMartino, Deputy City Manager
Tyler Marr, City Attorney Carrie Daggett, and City Clerk Delynn Coldiron met in person on Monday,
February 10, 2025. The following summarizes the discussions that began at 8:02 a.m.
February 11 Work Session
• Item 2 – Financial Support for Construction & Demolition Facility in Larimer County – This will be
more along the lines of a staff report in terms of time. Staff is looking for Councilmember feedback
on this item.
• 2050 Tax Implementation: Parks and Recreation – It was requested that the item include additional
context around projects, including how Council can gain insight into all projects that are being
recommended for funding and others that remain in the queue. Specifically, it was asked how Council
provides input moving forward on projects that were previously called out as specific budget offers or
when there is disagreement on the prioritization. Information on how projects are prioritized and
related tradeoffs was also requested.
February 18 Regular Meeting
• Item 15 – Rezone 1185 and 1201 Westward Drive – This item is coming forward due to a condition
attached to the last rezoning done for these properties that required a certain amount of parking. This
item would remove that condition since the properties are in a transit corridor.
Six-Month Calendar
• March 4 – Longstein Appeal – The applicant has indicated that he intends to withdraw his request
once the Ordinance related to ADUs which was just approved becomes effective (February 14th).
• March 18 – No proclamations will be scheduled. Instead, there will be a selection process for the
Civic Assembly participants.
• March 25 – Operationalize City Resources to Build and Preserve Housing – A spectrum of housing
and financing options will be presented. There was a question about whether Housing Catalyst staff

will be part of the conversation. Staff noted that Julie Brewen has been a part of the housing executive
team that is shepherding the presentation and item. She will be at the meeting to answer questions.
• Foothills Mall – Staff was asked to get this item scheduled on March 18th based on a recent
presentation to the Council Finance Committee. The discussion item presentation should include the
big picture vision, benefits/risks to the City, and more clarity around the affordable housing component
that the developer is proposing and where that commitment shows up. Staff will also review any
applicable policies or procedures and structure the item accordingly.
City Clerk Delynn Coldiron
• Alia Jackson has been hired to fill the vacant Assistant City Clerk position focused on Council agenda.
She will start with the Clerk’s office on March 3.
Deputy City Manager Tyler Marr
• Two Larimer County 1041 hearings relevant to the City are coming up:
o PRPA aeroderivative natural gas combustion turbines are scheduled in front of the County
Planning Commission for this Wednesday, February 12th, at 6:00 p.m. in the County Hearing
Room. The County staff has recommended approval for this item; and
o Halligan is scheduled for the County Planning Commission on Wednesday, February 19th, at
6:00 p.m. in the County Hearing Room. The staff report and recommendation will be released
this week for that meeting.
There is a remote option available for those who want to attend the hearings remotely.
City Attorney Carrie Daggett
• Jenny Lopez Filkins will be covering the Work Session tomorrow night and another regular meeting
in March as she continues to work with City Attorney Daggett to gain more experience filling in.
City Manager Kelly DiMartino
• There are three Chief Financial Officer finalists who will be on campus today and tomorrow. Laurie
Matta, City of Clarksville, Tennessee; Brian Waldes, City of Loveland; and Caleb Weitz, City of
Greeley. Their biographies are attached.

Mayor Pro Tem Emily Francis
• Received a request to do a Women’s History Month proclamation. It was agreed that these kinds of
proclamations and related City actions (such as flying a flag in conjunction with a recognition period)
will continue in the City for now even in light of rhetoric or policy initiatives at the federal government
level indicating a potential lack of continued support.
Mayor Jeni Arndt
• Attended a Platte River Power Authority new board orientation last week which included utilities staff
from the City of Fort Collins and the City of Loveland which went well. She noted some improvements
she would like to see with the City Council onboarding process.

Biographies
Laurie Matta
Laurie Matta has served as the Chief Financial Officer for the City of Clarksville, Tennessee, since 2013.
Prior to her role in Clarksville, Laurie served as the Interim Chief Financial Officer for the Village of
Wellington, Florida; the Chief Financial Officer for the City of Daytona Beach, Florida; and the Chief
Financial Officer and Director of Finance for the Utilities Commission of the City of New Smyrna Beach,
Florida. She holds a Master of Business Administration and a Bachelor of Science in Business
Administration with a concentration in Accounting from the University of Central Florida. Laurie is a
Certified Municipal Finance Officer.
Brian Waldes
Brian Waldes has served as the Chief Financial Officer for the City of Loveland, Colorado, since 2022.
Prior to working for the City of Loveland, Brian was the Director of Finance and Information Technology
for the Town of Breckenridge, Colorado. Brian holds a Master of Science in Business Administration with
a concentration in Accounting from Colorado State University and a Bachelor of Arts in Mathematics from
Colby College. Brian is a Certified Public Finance Officer and a Certified Public Accountant.
Caleb Weitz
Caleb Weitz has served as the Director of Budget and Policy for the City of Greeley, Colorado, since early
2024. Prior to working for the City of Greeley, Caleb served the County of Loudoun, Virginia, for 13 years
as the Assistant Director in the Office of Management and Budget, the Chief of Staff in the Office of the
County Administrator, and as a Senior Legislative Aide to the Board of Supervisors. Caleb holds a Master
of Public Administration from George Mason University and a Bachelor of Arts in Political Science from
Grove City College.
