Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: January 21, 2025 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Manager Kelly DiMartino, Deputy City Manager Tyler Marr, City Attorney Carrie Daggett, and City Clerk Delynn Coldiron met virtually on Tuesday, January 21, 2025. The following summarizes the discussions that began at 8:01 a.m. January 21 Regular Meeting • Items #6 and #7 – Montava - Councilmember Potyondy has some questions related to these items so they may get pulled. Staff will reach out to her this morning to discuss. • Item #8 – West Elizabeth Corridor - The Mayor will be recusing herself from this item. • Item #10 – Land Use Code Amendments related to Accessory Dwelling Units and Parking for Multi- Unit Dwellings – It was noted that typically items related to alignment with the State are approved on Consent. Staff confirmed this; however, noted that due to Council’s interest with these topics the decision was made to place it on discussion. A related email was received yesterday raising a question about how square footage is calculated under the proposed changes. Staff will be prepared to discuss. January 28 Work Session • No comments. Six-Month Calendar • February 11 – Mobile Home Park Enforcement item is being moved to February 25. • February 11 – A discussion item will be added related to solid waste and partnership with Larimer County on a potential construction and demolition waste facility. • February 25 – Economic Health Update is being moved to unscheduled for now. City Clerk Delynn Coldiron • Longstein ADU Appeal – The appellant has noted a desire to have this heard on February 18. Staff has reached out to check on his availability for other dates. The hearing has not yet been scheduled. Leadership Planning Team Meeting January 21, 2025 Page 2 of 3 • Boards and Commissions – One current member and 4-5 non-members requested an extension of the application period during the recent recruitment period. Term limits related to the various board and commission types were discussed. It was requested that term limit information be added to the Boards and Commissions website, so it is easily accessible for those interested. Staff was asked to follow up on this, as well as to send Council a copy of City Code provisions related to boards and commissions. • Next Election Code Committee meeting is scheduled for Monday, January 27, at 4:00 p.m., in the CIC room. Deputy City Manager Tyler Marr • Legislative Review Committee begins its biweekly cadence during the state legislative session starting at 4 pm today. City Attorney Carrie Daggett • Aaron Guinn, a city attorney who has been focused on litigation and employment law, has announced he is leaving in February to go into private practice. • John Duval, a former deputy city attorney who has been working for the City on an hourly basis, will be expanding his role to assist with police litigation for a time. City Manager Kelly DiMartino • Gave a shout out to all the City staff for their efforts working in the cold temperatures over the week. The great condition of the roads, sidewalks, trails, ice-skating area, and golf courses were all mentioned. Mayor Pro Tem Emily Francis • Echoed the shout out to City staff. • Asked about whether the upcoming URA meeting was still scheduled. Staff confirmed that the meeting is still occurring. Mayor Jeni Arndt • Noted there are multiple people interested in using the old Albertsons building on North College Avenue. • The People’s March went well. The Mayor thanked all who participated. • Noted some concern related to the likelihood of local governments being asked to carry the costs of bills in the legislative session due to state budget constraints. She wants to find a way to at least get Leadership Planning Team Meeting January 21, 2025 Page 3 of 3 a municipal fiscal footnote added to bills to help legislators as they are making these decisions. She plans to bring this up at the Legislative Review Committee meeting today. • Shout out to Colorado State University, Poudre School District, Larimer County, and involved City staff for their collaboration on the MLK Celebration. Meeting adjourned at 8:39 am.
