BOTTOM LINE
As a condition of receiving continued grant funding from the Department of Housing and Urban
Development (HUD), the City is required to develop and submit a Consolidated Plan (ConPlan)
every five years. Staff has completed all consultation and community engageme nt related to the
2025 -2029 ConPlan and developed the following Draft Goals:
• Increase the supply of affordable housing units
• Preserve existing affordable housing
• Provide emergency sheltering and services
• Provide housing stabilization services
BACKGROUND
The City of Fort Collins is an Entitlement Community, meaning we receive federal Community
Development Block Grant (CDBG) and HOME Investment Partnership (HOME) grants each
year on a formula basis. Every five years, the City is required to develop a Consolidated Plan
which assesses the City’s current community development needs and establishes funding
priorities for the next five years. From 2025 through 2029, HUD is expected to invest nearly $8.5
million dollars in Fort Collins through these funds. Grant dollars can be used for affordable

housing, homelessness, supportive services, economic development, and community
development to benefit low-income residents and neighborhoods.
The HUD funds are paired with City dollars (Human Service Program funds of $7 70,000,
Affordable Housing Funds of $525,000, and Homelessness funds of $270,000 ) and allocated
annually through the Competitive Process. The Competitive Process uses the Housing Strategic
Plan, the ConPlan, and the Human Services and Homelessness Priorities Platform to guide
funding decisions.
On June 11, 2024, Council received a staff report about the ConPlan process, inputs, and
eligible uses of funds. Staff then followed up with a Council questionnaire regarding prioritization
of use of funds in August 2024.
UPDATE
Between April and November 2024 staff conducted data collection and analysis,and solicited
community and stakeholder input regarding community needs and priorities. Community input
was received through a variety of methods:
Council Questionnaire: Councilmembers were provided an online questionnaire asking for
their input on how to prioritize the funding for eligible uses. Council identified affordable housing,
supportive services, and homelessness facilities and services as priorities.
Community Questionnaire: A community questionnaire was conducted for 3 months.
Available in both English and Spanish, it received 365 responses.
Listening Session: Thirty-one representatives from 26 organizations attended and participated ,
providing their perspectives to City Staff, including the Chief Sustainability Officer .
Prioritization Workshop: Thirteen representatives from 12 organizations attended and
participated in prioritization exercises.
Focus Groups: Six focus groups were conducted on topics such as homelessness, children
and youth, housing, seniors and aging, disabilities, food insecurity, and health .

Lived Experience Groups: Four lived experience groups were consulted , including residents of
affordable housing and persons with experience being unhoused .
Stakeholder Interviews: Over 50 individual interviews were conducted with organizations
across the community. Emphasis was placed on organizations serving residents with
disproportionately impacted identities, as well as seniors, children and youth, people
experiencing homelessness, people with disabilities, victims of interpersonal violence, and low-
and moderate-income households.
Boards and Commissions: City staff presented to, and solicited input from, the Affordable
Housing Board, Human Services and Housing Funding Board, Senior Advisory Board,
Commission on Disability, Youth Advisory Board, and a Super Issues Board meeting.
Public Meetings: Two sessions were offered for public meetings. Thirty-seven attendees
participated, representing service providers, businesses, and community members.
A full list of engagement participants, and methods of engagement, is attached . This input,
along with data gathered from the 2020 Census, HUD’s Comprehensive Housing Affordability
Strategy, Colorado Department of Housing, Coordinated Assessment and Housing Placement
System, Point in Time Count, Housing Catalyst, Poudre School District, City of Fort Collins GIS,
and partner plans and reports, was used to develop the following draft goals for the 202 5–2029
Consolidated Plan. These goals may be modified to re flect additional input received between
now and August 2025.
Draft Goals
Increase the supply of affordable housing units: Increase both rental and ownership housing
with the following priorities: mixed-income housing, permanent supportive housing, and/or
housing with co-location of services (case management, childcare, etc.). Prioritize projects
serving special populations including people experiencing homelessness, families, seniors,
unaccompanied youth, people with disabilities, and people with very low incomes. Prioritize
projects that have nearby access to transit, grocery, employment, and other community
amenities/resources. May include construction, acquisition, adaptive re -use, downpayment
assistance, etc.

Preserve existing affordable housing: Invest in preservation activities that maintain and/or
improve affordable housing stock conditions and numbers. Includes rehabilitation of existing
units and acquisition to prevent conversion to market rate. Rehabilitation efforts will extend the
life of the preserved unit for a minimum of 15 years and prioritize healthy indoor and outdoor
spaces for residents and energy efficiency upgrades. May also include ownership supports such
as emergency repairs, energy efficiency upgrades, and accessibility modifications.
Provide emergency sheltering and services: Support projects that provide emergency
shelter, shelter-related services, and/or residency programs for individuals and families
experiencing homelessness, including comprehensive case management for long -term
stabilization. May include extreme weather emergency sheltering for people experiencing
homelessness and other vulnerable populations.
Provide housing stabilization services: Includes displacement, eviction, foreclosure, and
homelessness prevention services such as short -term financial assistance (rent, utilities, etc.),
housing counseling, comprehensive case management, and direct service coordination.
Funding deliberations may include additional consideration for projects that serve historically
underrepresented populations and disproportionately impacted identities.
NEXT STEPS
• The Draft 2025-2029 Consolidated Plan will be available for public review and public
comment June–July 2025.
• The final Consolidated Plan will be submitted to Council for adoption in July 2025 .
• Plan will be submitted to HUD August 2025.
