Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: January 13, 2025 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Manager Kelly DiMartino, Deputy City Manager Tyler Marr, City Attorney Carrie Daggett, and City Clerk Delynn Coldiron met virtually on Monday, January 13, 2025. The following summarizes the discussions that began at 8:05 a.m. January 14 Work Session • Item #1 – I-25 and Mulberry Interchange Design – this item is a Community Report. CDOT staff will be doing the presentation. • Item #2 - Building Performance Standards – The AIS includes an update on Denver and related efforts. • Item #4 – Strategic Trails Plan Update – A revised copy of the presentation for this item is being provided in tomorrow’s read before packet and is also attached to these notes. January 21 Regular Meeting • Item #5 – First Reading on West Elizabeth Corridor Final Design – this item should be moved to discussion so that the Mayor can recuse herself. Six-Month Calendar • January 28 – The Council and staff invite is no longer showing on calendars. Staff is asked to resend. • April 15 – Add a proclamation for Earth Day. • June 24 – Cancel meeting due to the CML conference. • July 22 - August 5 – Council break. Can go ahead and cancel meetings. City Clerk Delynn Coldiron • Met with County staff on ranked choice voting which went well but had some areas that need additional discussion and collaboration. Both teams will continue meeting on a regular basis to ensure alignment and productivity. Leadership Planning Team Meeting January 13, 2025 Page 2 of 2 City Attorney Carrie Daggett • Staff is close to finalizing and filing a response in the Open lawsuit appeal before the 10th Circuit Court of Appeals. Once filed, Open will have the opportunity to reply. Deputy City Manager Tyler Marr • No updates. City Manager Kelly DiMartino • Provided a shout out to Delynn Coldiron for obtaining her Master Municipal Clerk (MMC) certification. • Shared that staff is doing preliminary screening of the Chief Financial Officer candidates this week. She is encouraged by the caliber of candidates that are in the process. Mayor Pro Tem Emily Francis • No updates. Mayor Jeni Arndt • Shared that she has never been more optimistic about the Northern Colorado Regional Airport and its future. She stated the new Director, John Kinney, is doing a great job and providing the leadership and vision that will continue to move things forward. A work session is scheduled on January 28 related to the airport. Staff was asked to add a few slides about general airport updates in addition to the governance model already planned to be discussed. Mayor Arndt complimented Ginny Sawyer for all the work she has done related to the airport. • Attended, along with City Manager DiMartino, a semi-formal employee appreciation dinner hosted by Breeze Thru Car Wash for their staff. She noted this company was everything the City would want to have an employer in Fort Collins be and that they were happy to be in attendance. • Reminder about the MLK parade scheduled for Monday, January 20, from 1:00 to 3:00 p.m. Meeting adjourned at 8:51 am.
