RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Manager Kelly DiMartino, Deputy City Manager
Tyler Marr, City Attorney Carrie Daggett, and City Clerk Delynn Coldiron met virtually on Monday, January
6, 2025. The following summarizes the discussions that began at 8:01 a.m.
January 7 Regular Meeting
• No comments.
January 14 Work Session
• Item #2 - Building Performance Standards – This item is expected to be a pause and check in with
Council around multiple related objectives and values and the resulting tensions from various policy
paths forward. An update on a Denver lawsuit related to this topic was requested, as well.
Six-Month Calendar
• January 28:
o Civic Assembly Process Update will be a staff report. Participant selection and ensuring full
community representation is a current focus of the process.
o Charter amendments discussion will be added.
• June 10:
o Will be saved for evaluations of Council direct reports. This will be an adjourned meeting from
June 3. The year end evaluation for direct reports will be scheduled for November 25.
City Clerk Delynn Coldiron
• Election Code Committee meeting is scheduled for January 27, 2025, at 4:00 p.m., in the CIC room.
Proposed Code changes the Committee is recommending are expected to come to Council for first
reading on February 18, 2025.

• Joint meeting with Larimer County related to ranked choice voting (RCV) was moved to January 8th.
Related efforts are going well. Staff is planning to be at the State of the City address to answer
questions and provide those interested with preliminary information available about RCV.
• Nick Armstrong withdrew as a candidate. Remaining declared candidates include Christopher
Bramhall-Conway for District 1 and Amy Hoeven for District 5.
• A Candidate Information Session has been set for April 2, 2025, 6:00 p.m., Council Chambers. Staff
will cover Fort Collins municipal government and election basics, information about ranked choice
voting, and campaign requirements.
City Attorney Carrie Daggett
• Four new staff members are starting today:
o Stephanie Boster will be the new section lead attorney over the legal team supporting Utilities
and Planning, Development and Transportation Services. She is coming from Cheyenne and
replaces Brad Yatabe.
o Andrew Trevino will be the new Police advisor, coming from the City of Loveland.
o April Silva will be the new Internal Services advisor and is coming from the federal
government.
o Claire Bingham is a new contract legal assistant who will be working on red light/camera radar
cases. Around 2,500 tickets have come in since the program shifted away from warnings.
• Ethan Doak, a City attorney focused on prosecution, marijuana licensing/enforcement, and
homelessness will be leaving. He has been selected by Chief Judge Blanco to be the new magistrate.
Work to find a replacement for Ethan is underway.
• Thanked Senior Deputy City Attorney Jenny Lopez Filkins for covering for her while she was away.
Deputy City Manager Tyler Marr
• New Housing Manager, Vanessa Fenley, starts today. Ms. Fenley has over 15 years of experience
working in nonprofit and government organizations in the fields of housing, homelessness and human
services.
• Lori Schwarz starts as the new Community Development and Neighborhood Services Director today.
She has spent more than 23 years in municipal government in the areas of planning, development,
neighborhood services and historic preservation.
City Manager Kelly DiMartino
• Is reentering after a break. She thanked Tyler Marr and others for covering for her.
• Indicated that Planning, Development and Transportation Services is now reporting directly to her
and that all Utilities are now reporting directly to Tyler Marr.

Mayor Pro Tem Emily Francis
• No updates. She appreciated the break in the calendar from Council meetings.
Mayor Jeni Arndt
• Nice to be back and agreed it was nice to have a break.
• Had an opportunity to talk with Phil Weiser about Charter items and provided related feedback.
