Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: December 16, 2024 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Manager Kelly DiMartino, Deputy City Manager Tyler Marr, City Attorney Carrie Daggett, and City Clerk Delynn Coldiron met on Monday, December 16, 2024. The following summarizes the discussions that began at 8:01 a.m. December 17 Regular Meeting • Item 14 – Setting the Salary of the City Attorney – this item will be pulled from the Consent Agenda by the City Manager to enable Councilmember Potyondy to recuse herself from the item. • Item 20 – Amendments to the Conduct of City Council Meetings and Work Sessions – the Mayor plans to comment about this item for increased transparency since it is part of the Consent Agenda. • Two executive sessions are planned: 1) legal questions related to police liability litigation and 2) the manner in which the provisions of the City Charter may be affected by existing or proposed provisions of federal, state or local law. Six-Month Calendar • December 24 – Work Session has been canceled due to the Holiday. • December 31 – Fifth Tuesday so no meeting is scheduled. • January 7 – Adoption of appeal code updates will be added as a discussion item. • February 18 – Potential date for an executive session related to camping enforcement. City Clerk Delynn Coldiron • Reported that the cost of the 2024 election came in $20K under what was estimated. The total cost was $141,988.15. City Attorney Carrie Daggett • Noted they are continuing to have good hiring success. Four people are scheduled to start on January 6th which leaves one remaining vacancy. The City is currently receiving applications for that vacancy. Leadership Planning Team Meeting December 16, 2024 Page 2 of 2 • Noted the prosecution team has been moved to the Cottage (in the parking lot north of City Hall). An open house will be scheduled soon. Deputy City Manager Tyler Marr • The City received a $11.7M grant from the Department of Transportation (DOT) for local fleet EV charging. He noted gratitude for the staff involved and to DOT and the City’s Congressional delegation for their continued support of these efforts. City Manager Kelly DiMartino • Asked if there was any follow up from the Council planning session related to the training development fund. The Mayor and Mayor Pro Tem agreed to meet with staff after the Leadership Planning Team meeting to provide additional input. • A joint City/County/Poudre School District meeting is scheduled for January 8, 2025. If any Councilmembers have thoughts about topics that would be timely or useful to discuss, please let City Manager DiMartino or Mayor Arndt know. • Councilmember Pignataro inquired if the Connexion memo received by Council last week could be sent to all individuals who provided public comment about the related employee union on December 3rd. Staff plans to do this. Mayor Pro Tem Emily Francis • No comments. Mayor Jeni Arndt • Provided a shout out to the Urban Renewal Authority staff for thinking outside of the box and utilizing tax dollars in productive and creative ways. No further Leadership Planning Team (LPT) meetings are scheduled for December. The next LPT meeting will occur on January 6, 2025. Meeting adjourned at 8:28 am.
