Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: December 9, 2024 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting - Corrected Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Manager Kelly DiMartino, Deputy City Manager Tyler Marr, City Attorney Carrie Daggett, and City Clerk Delynn Coldiron met virtually on Monday, December 9, 2024. The following summarizes the discussions that began at 8:02 a.m. December 10, 2024 Work Session • No comments. December 17 Regular Meeting • Item 18 – Implementation of Standards Created by Amendments to the Public Utility Regulatory Policies Act of 1978 - Mayor Arndt asked for more information on this item. Staff will follow up. • Item 20 – Rules of Procedure Governing the Conduct of City Council Meetings and Work Sessions – City Attorney Daggett asked if there was interest in clarifying whether there should be sign ups required for discussion items as well as public comment. This was confirmed with the caveat that there may be times the Mayor finds circumstances that warrant allowing those who did not sign up to speak on an item. Six-Month Calendar • December 24 – Work Session has been canceled due to the Holiday. • December 31 – Fifth Tuesday so no meeting is scheduled. • Deputy City Manager Marr noted that March 25 will be a night focused on housing. It is expected that there will be one overarching item that spans three hours that will focus on various aspects of housing including the specifically asked for items on ADUs and impact fees, as well as more broad topics comprising a variety of City work streams. • Mayor Pro Tem Francis asked about scheduling for an executive session with Police on camping and parking. Deputy City Manager Tyler Marr • Noted a response received from resident Kevin Cross requesting a third-party review for the Platte River Power Authority (PRPA) Integrated Resource Plan. Staff is not planning on responding further. City Manager Kelly DiMartino • Provided a shout out to the Clerk’s office for the appreciation event held for board and commission staff liaisons and thanked Councilmembers for their attendance. • There was a farewell celebration for Travis Storin held on Friday, December 6th. City Manager DiMartino thanked Councilmembers for their attendance. Gretchen Stanford has been selected as the Interim Financial Services Director and will be working with the Finance Management Team to provide continuity of service. The job posting for the CFO position is expected to go out today. • Tonight is the City Holiday Celebration at the Gardens on Spring Creek from 5:00 – 8:30 p.m. • There is a Council planning session scheduled for December 11th. Related materials have been sent out. Councilmembers should let staff know if they have questions or need any additional information. Mayor Pro Tem Emily Francis • Agreed that the farewell celebration for Travis Storin was a great event. Mayor Jeni Arndt • Attended a PRPA celebration and noted it was a great event. • Noted a constituent who has concerns about having fast EV charging locations in the community, as well as figuring out a solution for allowing charging stations in parkways. Deputy City Manager Marr acknowledged the challenges inherent with some of the asks from the resident, while noting that there is a lot of work underway in the organization to improve the city’s EV friendliness with more specific conversations to follow.
