On behalf of City Council, thank you for providing us with the December 4, 2024 memorandum
regarding evaluation of eliminating parking minimums in Fort Collins.
We appreciate hearing your viewpoint on the environmental benefits the Board foresees with the
elimination of said parking minimums, as well as the recommendation to look to our neighbors
in Longmont for best practices.

MEMORANDUM

From: City of Fort Collins- Active Modes Advisory Board (AMAB)
Subject: Evaluation of eliminating parking minimums in Fort Collins
We urge Fort Collins City Council to evaluate the elimination of parking mandates across Fort
Collins. Given the state’s decision to end parking mandates around transit, eliminating these
mandates city-wide may represent a logical step forward locally. It could also help fulfill the
City’s own goals as outlines in the Active Modes Plan., City Plan, Transit Master Plan, Housing
Strategic Plan, and Climate Action Plan.
This course of action could likely have environmental benefits, in addition to others, by reducing
the community’s carbon footprint through encouraging active modes of transportation. In
reducing the emphasis on car storage, we can create more space for comfortable active mode
travel, green areas, housing, and other community amenities. For example, by reallocating
space currently reserved for parking, we can create safer and more extensive bikeways, bike
lanes, and otherwise travel paths as well as parking for active modes, reducing traffic
congestion, and improving public health.
Notably, the City of Longmont recently adopted a similar policy, which the City of Fort Collins
could learn from to determine best practices, including ensuring accommodations for community
members with disabilities, for example. Building on our leadership in innovative and climate-
conscious city planning that prioritizes the needs of its residents, this could be another excellent
step forward. Thank you for your consideration of the AMAB’s recommendations.
