Attached please find the draft minutes from the November 19, 2024, meetings of the
General Improvement District No. 1 board and the Skyview South General Improvement
District No. 15 board.
While there is no legal requirement that a Board specifically approve the minutes, we
would like for you to review them before they are marked as approved. There are no
meetings currently scheduled for these Boards where they could be formally approved.

GENERAL IMPROVEMENT DISTRICT NO. 1 BOARD MEETING
A) CALL MEETING TO ORDER
President Jeni Arndt called the meeting to order at 9:01 p.m. in the City Council Chambers
at 300 Laporte Avenue, Fort Collins, Colorado, with hybrid participation available via the
City’s Zoom platform.

C) ITEMS FOR DISCUSSION
1. Consideration and Approval of the Minutes of the November 4, 2024, GID No. 1 Board
Meeting.
The purpose of this item is to approve the minutes of the November 4, 2024 GID No.1 Board
meeting.
Vice President Francis moved, seconded by Boardmember Gutowsky, to approve the
meeting minutes of November 4, 2024.
The motion carried 7-0.
2. Second Reading of Ordinance No. 078, Acting as the Ex-Officio Board of Directors of
General Improvement District No. 1, Approving the Fiscal Year 2025 Budget, Determining
and Fixing the Mill Levy for Fiscal Year 2025, Directing the Secretary of the District to
Certify such Levy to the Board of Commissioners of Larimer County and Making the Fiscal
Year 2025 Annual Appropriation for the General Improvement District No. 1.
This Ordinance, unanimously adopted on First Reading on November 19, 2024, sets the mill levy
of 4.924 and authorizes the fiscal year 2025 appropriation for General Improvement District No.
1 (GID). The sum of $310,000 is anticipated to be collected from the mill levy of 4.924 mills for
property taxes payable fiscal year 2025 imposed within the GID boundaries. Additional revenue
for the GID from automobile specific ownership taxes and interest earnings in 2025 are estimated
to total $66,964 resulting in an expected GID revenue total of $376,964 for 2025. The Ordinance
appropriates funds in the amount of $319,731 from ongoing revenue for the operation of the GID
in 2025.

Ordinance No. 078, Acting as the Ex-Officio Board of Directors of General
Improvement District No. 1, Approving the Fiscal Year 2025 Budget, Determining
and Fixing the Mill Levy for Fiscal Year 2025, Directing the Secretary of the District
to Certify such Levy to the Board of Commissioners of Larimer County and Making
the Fiscal Year 2025 Annual Appropriation for the General Improvement District No.
1.
The motion carried 7-0.

at 300 Laporte Avenue, Fort Collins, Colorado, with hybrid participation available via the
City’s Zoom platform.

The purpose of this item is to approve the minutes of the November 4, 2024, Skyview South GID
No. 15 Board Meeting.
Vice President Francis moved, seconded by Boardmember Canonico, to approve
the minutes of the November 4, 2024, meeting.
2. Second Reading of Ordinance No. 18, Acting as the Ex-Officio Board of Directors of
Skyview South General Improvement District No. 15, Approving Fiscal Year 2025 Budget,
Determining and Fixing the Mill Levy for Fiscal Year 2025, Directing the Secretary of the
District to Certify Such Levy to the Board of Commissioners of Larimer County, and
Making the Fiscal Year 2025 Annual Appropriation for Skyview South General
Improvement District No. 15.
This Ordinance, unanimously adopted on First Reading on November 4, 2024, adopts the 2025
budget and includes the annual appropriation for 2025 of $1,000 for the expenses of the Skyview
South General Improvement District No. 15 (GID No. 15). The sum of $40,533 is anticipated to
be collected from the mill levy of 10.0 mills for fiscal year 2025. Additional miscellaneous revenue
for GID No. 15 of $8,564 is anticipated to generated from interest income. The total 2025 revenue
for GID No. 15 is expected to be $49,097. The total amount will be used in the future to maintain
and repair roads in the Skyview subdivision.
