Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: December 2, 2024 TO: Mayor and Councilmembers FROM: Cecilia Good, Senior Deputy City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Attorney Carrie Daggett, Deputy City Manager Tyler Marr, City Manager Kelly DiMartino, and Senior Deputy City Clerk Cecilia Good met in person on Monday, December 2, 2024. City Clerk Delynn Coldiron joined virtually. The following summarizes the discussions that began at 8:04 a.m. December 3, 2024 Regular Meeting • The Boxelder Basin Regional Stormwater Authority Board of Directors process for appointing a board member was discussed and the Thursday packet memo was referenced. This seat used to be a position the City solicited applications for, but after receiving no applications multiple times it transitioned to City Council appointing a member of staff. • Item #18 includes three subitems. B and C were already adopted by unanimous consent on first reading, but due to publishing timelines during the week of Thanksgiving, all three were kept under one agenda item and so all three ordinances will need to be voted on individually again tomorrow evening. December 10, 2024 Work Session • The group discussed time limits for speakers. The District Attorney was given 10 minutes for the community report. Leadership Planning Team Meeting December 2, 2024 Page 2 of 3 Six-Month Calendar • The update on Council Rules of Procedure will be on consent, with a comment made by the Mayor regarding the new policy restricting presentation materials to only PDFs for public comment. • It was asked that in addition to the Accessory Dwelling Unit conversation, if there was other work underway to align Land Use items with state legislation. It was noted that Planning, Development and Transportation staff is working on a memo that outlines various workstreams underway. • Updates to soil amendment standards and commercial xeriscaping requirements will be brought forward to Council on January 21st. This follows consideration of Planning and Zoning Commission after that body requested additional work session time on the topic. It was confirmed this will be a discussion item on 1/21. City Clerk Delynn Coldiron • Larimer County has officially certified election results, allowing the City to certify and publish the City’s results. City Attorney Carrie Daggett • Work is underway for the City’s response brief on the Open appeal. • Interviews are underway this week for several open positions in the CAO. Deputy City Manager Tyler Marr • No comments. City Manager Kelly DiMartino • Discussed the December 11th Council Retreat agenda, which will include discussion of development opportunities with a 2024 development fund budget recap, discussion regarding the 2025 Council calendar, election season protocols, and time for open discussion. Mayor Pro Tem Emily Francis • No comments Leadership Planning Team Meeting December 2, 2024 Page 3 of 3 Mayor Jeni Arndt • The group discussed the ability to plumb Accessory Dwelling Units (ADUs) due to a citizen’s question. It was noted there was likely some confusion between accessory buildings generally and what is required for something to be an ADU. • Robbie Moreland provided election code recommendations that staff will take into account in preparing for next week’s Election Code Committee meeting. Meeting adjourned at 8:51 am.
