Review RE: Information regarding Resolution 2024-139, Appointment of Boxelder Basin Regional Stormwater Authority Board of Director EXECUTIVE SUMMARY The purpose of this memo is to provide background information as requested by Mayor Arndt on November 25, 2024 related to the proposed change in the City’s representation on the Boxelder Basin Regional Stormwater Authority Board of Directors. This item is scheduled for consideration at the December 3, 2024 City Council Meeting. BACKGROUND / DISCUSSION In May, 2023, Jennifer Dial, the City’s Water Resources Manager, was jointly appointed by the City and County in May 2023 to fill that Board Director position. Ms. Dial has requested to step down from this position to enable someone with more direct work experience in stormwater and floodplain to be appointed to her Director position. In the past, vacant Board Director positions were advertised on both the City and County websites with the intent of having City Councilmembers interview and appoint candidates. On two occasions, there were no applicants for the position. In 2021 and 2024, a more direct selection process was used which took into account interest and availability of City staff to fill these positions. This process identified candidates and the City Council selection committee was not used. City Council appointed City staff on both of those occasions to serve on the BBRSA Board of Directors. Kenneth Sampley, Director of Stormwater Engineering and Development Review, previously served for five years on this Board, the majority of that as President of the Board. Mr. Sampley has over 40 years of experience with all aspects of stormwater and floodplain master planning, design and, construction engineering, infrastructure rehabilitation. Mr. Sampley was identified as someone who will appropriately represent both the City’s and County’s interests for the BBRSA. This resolution appoints Kenneth Sampley as the Director jointly appointed by the City and County. STAFF RECOMMENDATION Staff recommends that City Council approve the resolution appointing Kenneth Sampley as the Joint BBRSA Board Director for both the City and County.
