RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Attorney Carrie Daggett, Assistant City Manager
Rupa Venkatesh, City Manager Kelly DiMartino, and Senior Deputy City Clerk Cecilia Good met virtually
on Monday, November 25, 2024. The following summarizes the discussions that began at 8:01 a.m.
November 26, 2024 Adjourned Meeting
• No comments.
December 3, 2024 Regular Meeting
• Item #5(A) (revision of Capital Expansion Fees and Transportation Expansion Fee) was not approved
unanimously and will be moved to discussion. Staff conferred after the LPT meeting and determined
that it would be best to move item #5 in its entirety instead of just moving section A.
• Item #15 (Three-Year Collective Bargaining Agreement with the Northern Colorado Lodge #3 of the
Fraternal Order of Police) will be moved to discussion.
• Mayor Arndt inquired into the process for determining the recommendation for appointment to the
Boxelder Basin Regional Stormwater Authority Board. Staff will research and report back on this item.
Six-Month Calendar
• The group discussed potential Executive Sessions to be scheduled in upcoming Council meetings.
• Mayor Pro Tem Francis mentioned that the Impact Fee discussion item currently scheduled in March
is too far out. City Manager DiMartino stated that this would be discussed with staff with a possible
date in January or February to schedule discussion about Impact Fees follow up sooner. The group
discussed the importance of affordable housing initiatives and having further discussions on this topic.

• The group discussed videos and PowerPoints presented during public comment. Staff will work on
drafting an update to Council Rules of Procedure to create a standard around this issue. This item
will be added to the December 17 Council agenda.
• The 2025 Council Calendar was briefly discussed – updates to the schedule will be addressed at the
next City Council retreat.
City Attorney Carrie Daggett
• Provided an update on staffing in the Attorney’s Office. A new attorney supporting Finance and
Economic Health started two weeks ago. The positions approved with the budget (Police Advisor and
Internal Services) are in the process of being filled, as are the Deputy City Attorney and Senior
Assistant City Attorney positions that were recently vacated. Critical processes are being covered by
existing staff in the interim.
Assistant City Manager Rupa
• No comments.
City Manager Kelly DiMartino
• Updated the group on hiring a replacement for Travis Storin’s position. An Interim Financial Services
Director role will be posted and selected before Travis’ last day (December 6th). The goal is to hire
the new CFO by the end of Q1. The City is working with Raftelis for the recruitment process.
• Mentioned a tour of the West Elizabeth corridor conducted last Friday and the benefit of seeing how
plans will be implemented.
Mayor Pro Tem Emily Francis
• No comments.
Mayor Jeni Arndt
• Noted the question that has been raised about how the constitutional term limits that apply to City
Council offices apply to partial terms. The City Attorney will be following up on this question.
• Discussed upcoming review of Historic Preservation processes and their alignment with Council
priorities.
• John Kinney is now in place as the new airport director.
• Hearts go out to the community and families impacted by the recent Civil Air Patrol tragedy.
