Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: November 18, 2024 TO: Mayor and Councilmembers FROM: Cecilia Good, Senior Deputy City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Attorney Carrie Daggett, City Manager Kelly DiMartino, and Senior Deputy City Clerk Cecilia Good met in person on Monday, November 18, 2024. City Clerk Delynn Coldiron and Deputy City Manager Tyler Marr joined virtually. The following summarizes the discussions that began at 8:07 a.m. November 19, 2024 Regular Meeting  Mayor Arndt stated that the Legislative Dinner is at the same time as Proclamations. Mayor Pro Tem Francis offered to do this in the Mayor’s stead, depending on how the legislative event is progressing when proclamations start.  City Attorney Daggett mentioned that the Poudre School District funding ballot measure passed, and the City no longer needs to appropriate funding for the Southeast Community Center Land Acquisition. As such, City Manager DiMartino will pull item #8 off the consent agenda during her agenda update to Council and ask Council to postpone the item indefinitely.  Council will consider a motion to adjourn the Council meeting to 6:00 p.m. on Tuesday, November 26, for the direct report annual evaluations.  After the Council meeting, the Council will meet as the governing board for General Improvement District #1 and General Improvement District #15. November 26, 2024 Adjourned Meeting  No comments. Six-Month Calendar  City Attorney Daggett confirmed that discussion of the Charter correction (regarding the number of days to circulate a petition for an initiative) will be included with the Dec 10th Charter Updates conversation. Leadership Planning Team Meeting November 18, 2024 Page 2 of 3  City Attorney Daggett requested to add a renewal for the Comcast franchise agreement to the unscheduled items section. This must be completed before July of 2025.  Mayor Pro Tem Francis requested clearer communication in items brought forward to Council that could conflict with other Council priorities. There should be a more holistic approach to evaluating the impact that policies or recommendations have on competing values. Discussion ensued about how to do this well and intentionally as Council begins having conversations related to priorities in Q1 of next year. City Clerk Delynn Coldiron  Larimer County posted unofficial election results including the provisional ballots and fixed signature discrepancies. All City ballot initiatives still passed. The County has until Nov 27 to finalize and certify results, after which the City will need to certify.  The Housing Authority appointments are dictated by state statute, which is why they are not in the same cycle as other boards and commissions. Interviews for other boards and commissions were held from Feb 13th to March 8th last year – the Clerk’s Office will work with Sarah Kane to create the schedule for this year. City Attorney Carrie Daggett  Provided an update on the Open appeal (Open has filed its opening brief, to which the City will now respond) and noted there are new trial dates being set for the defendants charged in the March 5 th Council meeting incident. Deputy City Manager Tyler Marr  Congratulated the National League of Cities on their 100th birthday and noted that the annual City Summit held last week in Tampa, FL was attended by Councilmembers Gutowsky, Pignataro, and Potyondy in addition to Assistant City Manager Venkatesh and himself. City Manager Kelly DiMartino  Provided an update on Travis Storin’s resignation and next steps in beginning a recruitment for his successor.  The group discussed an upcoming market scheduled on Small Business Saturday to be held at Linden St and Walnut St. There are public concerns about the event detracting from local businesses, and several emails have been received requesting that it be cancelled. There are currently 129 vendors signed up, including many local businesses, and a considerable amount of advertising has already been completed. She asked that staff investigate this. Mayor Jeni Arndt  A legislative tour is happening this week with Platte River Power Authority that Mayor Arndt is attending. Meeting adjourned at 8:50 am.
