RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Attorney Carrie Daggett, City Manager Kelly
DiMartino, Deputy City Manager Tyler Marr, and Senior Deputy City Clerk Cecilia Good met in person on
Monday, November 4, 2024. City Clerk Delynn Coldiron joined the meeting virtually. The following
summarizes the discussions that began at 8:00 a.m.
November 4, 2024 Regular Meeting
• Mayor Arndt asked about the sequence of events regarding funding for the Southeast Community
Center land acquisition with item #18 on the agenda this evening. It was noted there are upcoming
work sessions planned and that this is consistent with the IGA approved by the different involved
entities.
• Mayor Arndt and Mayor Pro Tem Francis discussed Ordinances 160 and 161 related to changes in
Traffic Code. The group discussed the impact of these changes on broader enforcement of Traffic
Code. Mayor Pro Tem Francis requested that Council and staff have additional conversation s about
what enforcement will look like as multiple court decisions and policy changes. LPT agreed that a
future discussion would be helpful and that time would be identified later.
• Mayor Pro Tem Francis indicated there was some confusion about the language in the Legislative
Policy Agenda related to waste to energy and mixed recyclables, which may come up this evening
under consideration of that item.
November 6, 2024 Special Meeting
• The group discussed the logistics of interpretation for the Rescue Mission Appeal and the process
for how to ensure each appeal is considered fairly.

Six-Month Calendar
• The Community Report from the District Attorney will be moved to the work session on December
10th.
• Consideration of the Collective Bargaining Agreement with the Fraternal Order of Police (FOP) will
be moved to December 3rd to better align with FOP’s vote of their members for ratification.
• Deputy City Manager Marr stated that building performance standards will be discussed next year.

• Two Council candidates have submitted forms for the 2025 election.
• Cecilia completed her Certified Public Manager course through Arizona State University.

City Attorney Carrie Daggett
• No items.
City Manager Kelly DiMartino
• City Manager DiMartino left the meeting at 8:44 am and did not have any items for discussion.
Mayor Pro Tem Emily Francis

• Noted that she and Mayor Pro Tem Francis, along with staff from Light & Power and Energy Services
met Friday with advocates seeking additional review of Platte River Power Authority’s Integrated
Resource Plan.
