RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Attorney Carrie Daggett, City Manager Kelly
DiMartino, Deputy City Manager Tyler Marr, and City Clerk Delynn Coldiron, met remotely Monday,
September 30, 2024. The following summarizes the discussions that began at 8:02 a.m.
October 1st Regular Council Meeting
• College and Trilby Multifamily Appeal – it was clarified that the original hearing was an administrative
hearing not a Planning & Zoning hearing.
October 8 Work Session
• Staff is working on responses for all questions and concerns identified or asked by Council. All
budgets offers that were flagged will be clearly identified and brought back to Council for further
discussion and prioritization.
Six-Month Calendar
• Urban Forestry Plan:
o Request to get this document more than one week prior to the agenda packet for the adoption
meeting since there is not a work session planned for this item.
o Staff was asked to provide the following information related to this item and related budget
conversations:
How many employees are currently working on urban forestry;
Comparisons of similar efforts in other communities; and
What the overall maintenance costs are expected to be once the full canopy gets built
out?
• Airport:
o An item related to an updated lease is expected on October 15.
City Clerk Delynn Coldiron
• Appeals:
o Rescue Mission appeal:
Asked about whether November 6 could work at 6 pm – yes.
• This would be after the Council Finance Committee meeting which is expected
to be finished by 5:30 pm. Will provide Council with dinner at 5:30 pm and start
the hearing at 6:00 pm.

o Linden Street appeal:
Appeal will stay as currently scheduled on November 19th.
o Appeal reform:
As part of the coming changes, staff was asked to look at its approach to scheduling
appeals and find a more structured way to do this. It is preferred that dates are chosen
around existing Council schedules and that there not be a lot of extra efforts to
accommodate dates outside of this.
Deputy City Manager Tyler Marr
• Noted that Nicole Poncelet-Johnson starts today as the One Water Director. He wanted to give
special thanks to Jill Oropeza for acting in the interim capacity and stated she has done a great job!
• Noted the NoCo Trade Mission recently attended by himself, Mayor Arndt and SeonAh Kendall in
Raleigh-Durham, North Carolina. He stated it was a productive trip focused on regional issues shared
by the Research Triangle and Northern Colorado and congratulated the Mayor for her role in a panel
discussion.
City Attorney Carrie Daggett
• Noted three new traffic safety initiative prosecutors are starting today. She added that there should
be enough time to get them up to speed before tickets start coming to court in about a month.
City Manager Kelly DiMartino
• Noted that at a previous Council meeting Kevin Flowers asked about parking on E. Vine Drive. She
added that the team has looked into this, and 2-hour parking is not feasible in that location since it is
outside of the enforcement boundary for turn-over parking. She stated that the team will install new
no overnight parking signs from 8 pm to 6 am and that this will be enforced by the Police.
• Noted that the marijuana team is planning to bring some code clean up items forward in an effort to
align with the State. These items are expected to be brought forward on the consent calendar.
• Noted that the residential trash collection contract is officially underway. Kudos to the team that has
been working on this.
• Noted the ICMA conference in Pittsburgh was good and focused heavily on AI. She stated that she
had a joint presentation with Kyle Stannert on using a facilitator for Council evaluations which went
well.
Mayor Pro Tem Emily Francis
• Asked if Council could get more explanation of the status of the City’s subarea plans and how these
relate to the planning decisions that have been made. Staff would like to revisit this topic in the near
future for possible changes.

Mayor Jeni Arndt
• Echoed the comments made about the Trade Mission trip to North Carolina. She was grateful for the
opportunities the City had to share and participate and thought it helped with regional efforts and
connections.
o Noted that she hoped to be able to meet with Greeley and Cheyenne and talk about airport
items. She wanted the focus to be on developing complimentary plans.
