Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: September 23, 2024 TO: Mayor and Councilmembers FROM: Cecilia Good, Senior Deputy City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Attorney Carrie Daggett, Deputy City Manager Tyler Marr, and Senior Deputy City Clerk Cecilia Good, met in person on Monday, September 23, 2024. City Clerk Delynn Coldiron attended virtually. The following summarizes the discussions that began at 8:00 a.m. September 24th Work Session • No questions or comments. October 1st Regular Council Meeting • For item 4, It was asked if the Safe Routes to School (SRTS) program was prioritized like the sidewalk program. Staff will follow up. Six-Month Calendar • Mayor Pro Tem Francis asked about the scope of the southeast community center project and when Council would discuss again. Deputy City Manager Marr stated that the executive team would finalize a scheduling suggestion. City Clerk Delynn Coldiron • Discussed the Rescue Mission appeal – the appellant is out of town and working to adjust their schedule to be available on Oct 23rd. • The Clerk’s Office received a pro statement for TABOR from the Chamber of Commerce related to the Street Maintenance Tax renewal. There were no comments in opposition. • The League of Women Voters expressed interest in assisting with Ranked Choice Voting (RCV) education efforts. Staff will be in Boulder on October 11th to discuss their process for RCV. • Furthermore, Tina Harris, the Larimer County Clerk, would like to meet and ensure that the City and County collaborate and create one message for educational campaigns for the public. City Attorney Carrie Daggett • Three new prosecutors starting next week, mainly to assist with traffic safety initiatives cases, which will start coming to Court in November Leadership Planning Team Meeting September 16, 2024 Page 2 of 2 • Will be announcing soon a new office manager, along with a new internal services/finance attorney. Their start dates are anticipated to be in October and November. • Noted this is Managing Attorney Brad Yatabe’s last week with the City. • Noted she will be out of the office from Wednesday to Sunday for the International Association of Municipal Lawyers conference. Deputy City Manager Tyler Marr • Indicated that staff continue to work with County counterparts on a solid waste/ landfill MOU. Mayor Pro Tem Emily Francis No additional comments. Mayor Jeni Arndt • Asked about the protections the City has for unauthorized use of the City logo. There may be interest in adopting a local law similar to the Colorado statute about misuse of the seal of the State of Colorado. • Mayor Arndt attended the UN Summit of the Future in New York last week for local and regional governments to discuss the impact of climate policy at an international level as a representative of ICLEI (International Council for Local Environmental Initiatives). The United Nations is working to involve local and regional governments having a stronger voice in international policy development. Mayor Arndt presented twice at the Summit. • Mayor Arndt attended a two-hour meeting with the Sandbox, a broader coalition focused around childcare. It was a brainstorming session about views on the issue and the roles of government. Meeting adjourned at 8:47 a.m.
