On behalf of City Council, thank you for providing us with the September 19, 2024
memorandum regarding the 2025-26 City Manager’s Recommended Budget.
We understand that the Board supports all of the offers that are currently “above the line” and
you also listed several offers that did not make it above the line but could help increase adoption
of active modes and propel progress on Vision Zero goals. We appreciate you listing these
items.

Subject:Active Modes Advisory Board Recommendations to support active modes related
BFO offers
BOTTOM LINE
On behalf of the City of Fort Collins Active Modes Advisory Board (AMAB),I would like to offer
our recommendations for several BFO offers listed in the City Manager ’s Recommended
Budget.
BACKGROUND
The overall purpose of the Active Modes Advisory Board is to review active modes plans for
capital improvements,provide recommendations regarding active modes policies,and prioritize
active modes plan recommendations in support of the established goals for active modes for the
City.With that purpose in mind,and given the list of Council priorities includes active modes and
Vision Zero,the AMAB has
●Learned about the BFO process,
●Looked over the City Manager ’s Recommended Budget.
●And talked to City staff about the 2025-2026 budget considerations.
NEXT STEPS
In recognition of the work that City staff has done to find a balance between many factors,
including the effects of inflation,we would like to note our support of all the above the line offers
that contribute towards the City’s active modes and Vision Zero goals.We would also like to
highlight a few specific offers that did not make it above the line that could have significant

impacts on increasing adoption of active modes and ensuring safe travel via active modes for all
community members,while contributing to the City’s Vision Zero goals.
●21.9-Enhancement:PDT Active Modes Facility Maintenance –The maintenance of
active modes facilities year-round,including but not limited to snow plowing,is essential
to elevating the City’s standard of travel via active modes and the safety of using the
facilities.This maintenance is recommended in the Active Modes Plan that was
approved by City Council in 2022,and this offer can provide the resources to maintain
the current system and prepare for what is coming.
●53.7-Asset Management Enhanced:PDT Accessibility Program Implementation-By
making it safe for all those who are walking,biking,and rolling,the City can make
progress on its Vision Zero goals.Currently,the City of Fort Collins does not meet
current ADA standards for people to safely cross the road.
●19.11-Adaptive Program Specialist for Safe Routes to School and FC Moves-By
funding this position we believe that Safe Routes to School and the Adult Education
program in FC Moves will be able to fully and effectively manage specialized adaptive
equipment.
The AMAB understands that every offer from every department can’t be funded,and that is why
we recommend exploring the reduction of offers that have scalability,such as offer 53.7.
