RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Manager Kelly DiMartino, City Attorney Carrie
Daggett, Deputy City Manager Tyler Marr, City Clerk Delynn Coldiron (remote), Sr. Deputy City Clerk
Cecilia Good and Deputy City Clerk Heather Walls met in person on Monday, September 9, 2024. The
following summarizes the discussions that began at 8:00 a.m.
September 10 Work Session
• The first 2025-26 Budget Work Session is scheduled with four areas of focus: Economic Health
(ECON), Neighborhood and Community Vitality (NCV), Environmental Health (ENV), and Safe
Community (SAFE).
o Spanish interpretation will be available for all budget work sessions and regular meetings.
o In person interpretation will be in CIC at City Hall.
o Signage will be posted at the North and South entrances of City Hall directing the public to
222 Laporte Avenue.
o Staff overflow at 222 will be in 3rd floor St. Vrain Conference Room.
o Public seating will be clearly identified in the Colorado River Room.
o Staff will be providing a read before memo with information related to the recommended
budget’s impact on climate goals.
o Presentation will provide a brief overview of the budget process and then detail of each
outcome area.
September 17 Regular Meeting
• The Proclamation for Canvas Community Classic is a day where each elementary, middle and high
school of Poudre School District is given the opportunity to participate in game day events at Canvas
Stadium.
• Item 11 – It was noted that the Mulberry Signal Synchronization Project is being funded via a grant
program - Congestion Mitigation and Air Quality (CMAQ).
• Item 15 - The Budget Public Hearing is set as a separate item as it has been historically. Council’s
new process will allow the public to speak on the budget during general public comment as well.
Mayor script will provide this direction.
o In person interpretation will be available for this meeting. The interpreter must have their own
microphone to avoid the awkward transfer between commenter and the interpreter.

• Item 16 – Poudre Fire Authority and Fort Collins IGA – Chief Derek Bergsten, Chief Financial Officer
Travis Storin and David Lenz, FP&A Director, will all be at the discussion table.
Six-Month Calendar
• Council’s Direct Report Employee Review is scheduled for November 26 and the ordinances setting
the salaries of City Manager, City Attorney and Chief Municipal Judge have been set for December
3.
• Building Performance Standards will be scheduled for the 1st work session in January.
• A work session for Mobile Home Park Code Enforcement will be scheduled for February 11.
• Confirmed that the first Council meeting of the year will be held on January 7; December 31 is a 5th
Tuesday.
Deputy City Clerk Heather Walls
• Appeal schedule
o The 201 Linden Street Appeal of the Historic Preservation Commission decision will be
scheduled for November 19.
Due to the number of appeals pending and the expectation of multiple appeals on the
Rescue Mission project, efforts will be made to identify a date for a special meeting to
conduct the appeal hearing. Staff will check on Council availability.
• The changes to the appeal process to come forward later this year will also assist with the scheduling
process.
Deputy City Manager Tyler Marr
• For tomorrow night the budget presentation order of outcomes is as follows: ECON, NCV, ENV,
SAFE. The agenda team has updated the agenda and also added a presentation translated into
Spanish.
• Noted he and Mayor Pro Tem Francis, along with staff from Planning and One Water will be attending
the Growing Water Smart workshop this week.
• Clark and Enersen was selected as the Southeast Community Center architect, pending final
contracting. It was noted the Library District would be receiving this info during a scheduled update
on the project at a forthcoming meeting.
o It was noted that the scope of the project has not been finalized and continues to require
further Council discussion.
o A work session will be scheduled related to this. It was noted that it’s difficult to develop
scoping options in advance of having a firm on board, so that this will help advance those
conversations.

City Attorney Carrie Daggett
• Noted several staffing changes in her office and explained there will be work prioritization and
temporary reassignments to address critical areas of need.
City Manager Kelly DiMartino
• Fort Collins is hosting the Regional Elected Officials annual meeting on October 16.
o Noted a request for Council to provide any agenda topics they would like added.
o One idea for consideration is: Leveraging philanthropy for public benefit.
• Fort Collins will also be hosting the CML District 2 meeting on September 18.
• Noted that Stu Reeves, Sr. Manager with Op Services, retired on Friday.
• Noted she is expecting an article in the Coloradoan about recent employee communications related
to Connexion Network Operations Center (NOC) Employees interest in forming a union.
• Rocky Mountain showdown game this weekend against CU will have impacts across the City. Teams
across the organization are preparing for a lot of activities and festivities.
o Emergency Preparedness and Police are ready.
o Transfort running with increased frequency to accommodate the anticipated crowds.
Mayor Pro Tem Emily Francis
• Thank you to Ginny Sawyer, Michael Bussman and team for the Linden Street closure event last
Friday. It came together well and had a great turnout.
Mayor Jeni Arndt
• Noted thanks to everyone who stepped in while she was away.
• The trash program is ramping up as we get closer to the start of the contract. Communication has
been key addressing some pain points that are arising.
o It was noted that if a person is not signed up, they will continue to receive their current service
but be charged opt out fee. If they begin receiving service under the City contract the opt-out
fee will not be charged.
