Mayor Pro Tem Emily Francis, Councilmember Julie Pignataro, City Manager Kelly DiMartino, City
Attorney Carrie Daggett, Deputy City Manager Tyler Marr, City Clerk Delynn Coldiron, Sr. Deputy City
Clerk Cecelia Good and Deputy City Clerk Heather Walls met via Teams on Tuesday September 3, 2024.
The following summarizes the discussions that began at 8:00 a.m.
September 3 Regular Meeting
• Two proclamations are scheduled: Lt. Col. John Mosley Day and Hunger Action Month. Mayor Pro
Tem Emily Francis will read the proclamations.
• There have been no indications from Councilmembers of items being pulled.
• Staff will provide a confidential update about the negotiations and current status.
September 3 Work Session
• The Advancing Transit Initiatives item was postponed from the August 27 work session and will start
immediately after the adjournment of the regular meeting. This will be noted in the City Manager’s
Agenda Review.
September 10 Work Session
• The first 2025-26 Budget Work Session is scheduled with four areas of focus: Economic Health
(ECON), Environmental Health (ENV), Neighborhood and Community Vitality (NCV), and Safe
Community (SAFE).
o Spanish interpretation will be available for all budget work sessions and regular meetings.
Six-Month Calendar
• Staff has scheduled the next Appeal Process Discussion for December 10 to allow the preparation of
a draft ordinance to review in December, with the expectation to present an ordinance for
consideration in January.
City Clerk Delynn Coldiron
• Introduced new Sr. Deputy City Clerk Cecelia Good to the group.
• Noted Election Code Committee will be meeting again beginning September 11.

Deputy City Manager Tyler Marr
• No additional items.
City Attorney Carrie Daggett
• Noted several personnel changes both on boarding and off boarding.
• Noted there may be a need for an executive session later in September about police-related litigation.
There will be follow up with Council once more information is available.
City Manager Kelly DiMartino
• A malfunction of the ammonia chiller at EPIC caused the building to be evacuated on Sunday.
Fortunately, the ice was not lost. The evacuation took place between 1-1:30 pm and the building was
closed until this morning, 9/3.
Councilmember Julie Pignataro
• Inquired regarding purpose of curb construction on Springwood Road, which appeared to be related
to corner ramps and ADA. Noted that concrete did not appear ready for replacement. Staff will follow
up.
Mayor Pro Tem Emily Francis
• Noted she has received many emails relating to the trash contract and alley service. Many residents
in the Old Town neighborhoods are being asked to place their cans on the curb rather than their alley
which is a hardship for some. The contract and infrastructure are being evaluated by contractor.
o Staff will follow up with more clarification.
