All Councilmembers except Mayor Pro Tem Francis were present. DISCUSSION SUMMARY City Council was generally supportive of the direction of implementing the 15-Minute City priorities. Council discussion focused on the following: • Clarity on types of bike lanes – buffered vs. separated • Support for the proposed Place Based Assessment. • Support for direction of the Strategic Trails Plan. • Clarity on how trails contribute to the City’s transportation network and contribute to the 15-Minute City. • Clarity on the relationship between the city and other agencies with regard to the build out and jurisdiction of the larger trail network. • Include safety education strategies regarding interactions among a diversity of users, including the aging population on trails. • Expressed concern for prioritizing safe routes to school and overcoming obstacles such as major roads. • Recognition that school of choice plays a role in developing a 15-minute city and that many families travel outside of a 15-minute proximity. • Desire for Natural Areas to serve their purpose as open space and wildlife corridors rather than contributing to the City’s transportation network. • Support for the Transportation Capital Improvement Plan. • Desire for Transportation Capital Improvement Plan to more explicitly address environmental factors.
