RE: Leadership Planning Team (LPT) Meeting
Mayor Pro Tem Emily Francis, Councilmember Melanie Potyondy, City Attorney Carrie Daggett, Deputy
City Manager Tyler Marr, Assistant City Manager Rupa Venkatesh and City Clerk Delynn Coldiron met
online on Monday, August 19, 2024. The following summarizes the discussions that began at 8:00 a.m.
August 20 Regular Meeting
• It was noted that Mayor Arndt will be absent and Councilmember Potyondy will be attending remotely.
• Item 27 – Civic Assembly Related to Hughes Stadium – This item is on discussion due to a split vote
of Council (4-2; Nays: Ohlson, Gutowsky; Absent: Pignataro). No presentation is planned but staff
will be available to answer related questions.
• Item 28 – Ban on Retail Sale of Dogs and Cats – There has been some discussion about broadening
the focus of this effort to include sale or transfer of puppies and kittens at pop-up events, in City rights-
of-way, in parking lots, etc. This item has been prepared as originally directed by Council. Staff will
be prepared to discuss additional options; however, if a broader approach addressing other kinds of
transfers of dogs and cats is desired it may be necessary to bring another ordinance to Council at a
later meeting that addresses different activities other than retail sales. Council could choose to adopt
this item and then bring another forward as these items would not interfere with one another.
• Item 29 – Appointment to the Affordable Housing Board – This item is on the discussion agenda due
to interviews occurring after agenda publication. Jorja Whyte is being recommended for appointment
with an effective term date of August 21, 2024 – June 30, 2026. This information will be inserted into
the resolution prior to Council consideration.
August 27 Work Session
• Three items are planned for this meeting:
o Quasi-Judicial Appeals Process: Second Work Session
o 2050 Tax – Update and Discussion
o Advancing Transit Initiatives
Staff is prepared to discuss the 2050 Tax as it pertains to recreation capital as part of this item and
how it could pair with future Community Capital Improvement Program renewal discussions.

Six-Month Calendar
• September 3:
o An Executive Session related to Collective Bargaining has been scheduled. An executive
session related to police liability litigation is also expected to occur.
o An ordinance adopting changes to the Structure Plan Map as Recommended in the Adopted
East Mulberry Plan is planned for the consent calendar. It was noted that this item does not
include any annexations or changes of policy, only modifications to ensure alignment with
things Council has already approved.
o Soil and Xeric amendments were expected to come forward as a consent item at this meeting.
However, when this item was recently presented to the Planning & Zoning Commission, the
recommendation (6-1 vote) was that Council vote down these updates due to some
operational and enforcement concerns. As such, LPT agreed that staff should schedule a
work session with P&Z to get more feedback for reconsideration before bringing this item to
Council.
• September 17:
o Sanctuary on the Green appeal was originally scheduled for this date. The appellant’s
attorney could not make this date work due to a scheduled trial. The appeal is being
rescheduled to October 1. It was noted that discussion of scheduling practices should be part
of the upcoming work session related to appeals.
City Clerk Delynn Coldiron
• No items to report.
Assistant City Manager Rupa Venkatesh
• Noted that Councilmember Canonico was interested in running for a National League of Cities Board
position. She added that it would strengthen her position if Council would approve a resolution
providing its support. It was noted that this had been done before. Staff was encouraged to bring
this forward. The resolution will be added to the September 3 consent agenda.
City Attorney Carrie Daggett
• Noted that the District Attorney’s office understands the need to make the upcoming hearing as
predictable as possible for those who have been subpoenaed and to narrow down the windows of
time individuals need to be available to the extent possible. The City Attorney’s office will provide
updates as they become available.
• Noted that the recent ruling and coverage related to the Open Case has been favorable towards the
City. This is now moving into the appeal phase.

Deputy City Manager Tyler Marr
• Noted that Colorado State University is back for the Fall Semester this week and there are a number
of events occurring. Community Welcome is scheduled for Wednesday night and President Parsons
is hosting a leaders’ breakfast tomorrow morning. All are excited about the kickoff to the new
semester.
• Noted the State legislature will be convening next Monday for a special session called by Governor
Polis regarding property tax relief. The Colorado Municipal League will be engaged, and our lobbyists
will be closely watching all items that may be of interest to the City. Counties and special districts are
likely to be very engaged during this session based on the items being considered.
Councilmember Melanie Potyondy
• Noted she attended a meeting with the Fort Collins Loveland Water District (FCLWD) along with
Deputy City Manager Marr and Councilmember Canonico about areas of collaboration and focus.
She thought the conversation went great and noted one takeaway was to ensure good communication
any time conversations are occurring related to Land Use Code changes and what it may mean for
FCLWD impact fees and infrastructure availability.
Mayor Pro Tem Francis
• Asked about the emails to Council related to downtown flowers. She wanted to ensure that everyone
knew that the budget had not yet been released and that this was being done proactively.
