RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Councilmember Julie Pignataro, City Manager Kelly DiMartino, City Attorney Carrie
Daggett, Deputy City Manager Tyler Marr, and City Clerk Delynn Coldiron met in person on Monday,
August 12, 2024. The following summarizes the discussions that began at 8:00 a.m.
August 12 Special Meeting
• This meeting was canceled since the deadline for completion of the Kroger settlement participation
documents was extended to September 11. The item will be placed on the Consent Calendar for the
August 20 meeting and will consider a Resolution approving participation in the settlement with an
additional Opioid defendant, Kroger. This item allows the Mayor to sign a related participation
agreement and waiver of claims for opioid-related damages.
August 13 Work Session
• Platte River Power Authority Update – Deputy City Manager Marr reported that this information was
recently presented to the Energy Board.
August 20 Regular Meeting
• Item 5 – Appropriating Unanticipated Revenue for Artist and Musicians’ Fees for Shows – This is a
good news item as it reflects people have returned to the Lincoln Center for concerts and shows.
• Item 12 – Supplemental Appropriations for the College-Trilby Road Intersection Improvements
Project – It was noted that this item was presented to the Council Finance Committee and is needed
to ensure projects that are already underway can be completed. Costs have risen substantially
requiring additional funding.
• Item 13 – Timberline Mail Creek Trail Underpass Project – There was a question on whether this
would be done prior to the Harmony Power Trail underpass; staff will follow up.
• Item 14 – Vine and Timberline Overpass – It was noted that this item is collecting the funding needed
to prepare for a future overpass. It is anticipated that the actual construction will occur many years
from now; however, this is a needed step as development and other contributions come in that are
dedicated to this project. Funds will also be used for related design and grant application support
services.

• Item 18 – Laporte multimodal improvement project – It was noted that the work done to date on
Laporte Avenue looks fantastic and provides much needed bike safety and infrastructure
improvements.
• Item 21 – Wildfire Ready Action Plan – It was noted that this would be a good item to highlight to the
public. People should know that the City and neighboring entities are working on this plan.
• Item 23 – Second Amendment to the IGA between the Poudre River Public Library District, the City,
and Larimer County – There was a question about what the previous amendment was. It has since
been confirmed that the First Amendment in 2012 was to update provisions related to City services
provided, along with other clarifications. This will be added to the agenda item summary as well.
• Item 24 – FLEX Route Regional Transit Services IGA – There was discussion about how this interacts
with City Transit given its regional focus. MPO and Bustang were also noted.
• Item 27 – Civic Assembly Process in Relation to the Hughes Stadium Site – It was noted that this
item is on discussion due to a split vote of Council.
• Item 28 – Ban of Retail Sale of Dogs and Cats – There was discussion about whether this item should
be broadened to cover other dog and cat sales versus only pet stores. Further discussions and
research are occurring related to other sales, such as those in parking lots. City Attorney Daggett
noted it would be helpful for her office to get information on desired amendments so they can have
language ready in the event amendments are offered for Council consideration.
Six-Month Calendar
• September 3:
o An Executive Session related to Collective Bargaining has been tentatively scheduled and is
expected to be needed.
o Added a proclamation related to Hunger Action Month.
• September 10: Budget Work Session #1:
o Will cover Economic Health, Environmental Health, Neighborhood & Community Vitality and
Safe Community.
• September 24: Budget Work Session #2:
o Will cover Culture & Recreation, Transportation & Mobility and High Performing Government.
• December 10:
o Added an item to review progress on the City Council Priority related to Charter Amendments.
City Attorney Daggett noted that staff has met with Geoff Wilson, outside counsel who has
been retained for this project, and that efforts are underway. She noted that a check-in
meeting has been scheduled with the Mayor in early October. Check-ins will also occur with
the Election Code Committee.
City Clerk Delynn Coldiron
• Noted an appeal was received for the Sanctuary on the Green project on Friday, August 9. There
was a desire to schedule this as soon as possible. September 3 would not allow for proper noticing.
Staff will work towards scheduling this for September 17, if process requirements allow.

Deputy City Manager Tyler Marr
• No items to report.
City Attorney Carrie Daggett
• No items to report.
City Manager Kelly DiMartino
• Noted the Emmitsburg FEMA training had been canceled due to the wildfire emergencies. It is
expected to be rescheduled.
Councilmember Julie Pignataro
• Thanked Assistant City Manager Rupa Venkatesh for her assistance while she was out.
Mayor Arndt
• Shared concern about the SummitStone layoffs.
• Shared that Raj Singam Setti has resigned from Platte River Power Authority. Mr. Setti has been an
integral part of developing the Integrated Resource Plan.
• Noted that Neighborhood Night Out was a big success and thanked all who were involved.
• Provided a shout out to the Urban Renewal Authority noting the great work that has been occurring.
• Provided a shout out to a Parks and Recreation employee who got out of his vehicle, stopped traffic,
and removed debris from the intersection. She was thankful for his efforts.
