RE: Leadership Planning Team (LPT) Meeting
Mayor Pro Tem Emily Francis, Council Member Susan Gutowsky, City Manager Kelly DiMartino, Deputy
City Manager Tyler Marr, Deputy City Attorney Jenny Lopez Filkins and City Clerk Delynn Coldiron met
in person on Monday, July 15, 2024. The following summarizes the discussions that began at 8:00 a.m.
July 16, 2024, Regular Meeting
• Item 12 – First Reading of Ordinance No. 102, 2024, Appropriating Prior Year Reserves in the
Conservation Trust Fund for Park Planning and Development Funding Community Bike Feasibility
and Community Engagement – It was clarified that this item is a geographic analysis of locations to
determine the feasibility of a bike park (similar to the pickleball feasibility study).
• Item 19 – Resolution 2024-094 Regarding the City’s Position on the Northern Integrated Supply
Project – Noted that the Land Conservation Stewardship Board was expected to provide some
material to Council in advance of the meeting.
Six-Month Calendar
• Council Summer Working Period:
o July 23, 2024 – Canceled for summer working period.
o July 30, 2024 – No Meeting – 5th Tuesday
o August 6, 2024 – Canceled due to Neighborhood Night Out
• Neighborhood Night Out – activities are scheduled on both Tuesday evening and Saturday. Council
Members will get a complete list of all events so they can attend as they are able. Staff from Fire and
Police will be attending various events on Tuesday evening. Staff from Neighborhood Services, Code
Enforcement and other areas will be attending Saturday events.
City Clerk Delynn Coldiron
• The citizen initiative related to the school district tax has been paused per the petition representative.
Poudre School District sent a letter related to its efforts to place a property tax item on the ballot. The
letter will be scanned and sent to Council.

Deputy City Manager Tyler Marr
• Provided a shout out to the City Water teams for their efforts related to the Soldier Canyon outage.
City Utilities were able to use an interconnect to provide treated water to Soldier Canyon to continue
serving their customers, including those in Fort Collins Loveland Water District and ELCO. He
thanked the team for its quick action and for always being willing to pitch in.
• Noted that Platte River Power Authority would be hosting its final community engagement session on
the Integrated Resource Plan this coming Wednesday night, July 17, at 6 p.m.
Deputy City Attorney Jenny Lopez Filkins
• Will be covering the Council meeting on 7/16 and the office through the end of the week.
City Manager Kelly DiMartino
• Noted that there will be a dedication event for the Center for Creativity at the Historic Carnegie building
on Thursday, July 18, 2024. This will be a celebration of gratitude for donors and public donors.
Council Members have received invites. Events for the public have been scheduled for July 26th and
27th.
Mayor Pro Tem Emily Francis
• Noted that the Museum of Art is reaching out to Councilmembers to discuss potential partnerships
related to the future of the Old Post Office site. Staff noted that they have also connected with MOA
around similar topics.
