Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Manager Kelly DiMartino, Deputy City Manager
Tyler Marr, City Attorney Carrie Daggett, Deputy City Attorney Jenny Lopez Filkins and City Clerk Delynn
Coldiron met remotely on Monday, July 8, 2024. The following summarizes the discussions that began
at 8:00 a.m.
July 9, 2024, Work Session
• Halligan Water Supply Project Overview and Update – More information about the 404-permit process
and sequencing of the various permit processes was suggested. It was noted that some information
on this would be covered in the timeline. Staff should be prepared to answer questions about this as
well as how much money has been spent on related real property litigation efforts and whether a
contingency fund has been established for possible ongoing litigation.
July 16, 2024, Regular Meeting
• Police Explorer Program – staff will be sharing more about the program and about a recent award.
• Northern Integrated Supply Project – it was noted that it is important for people to know why Council
is no longer taking any position given the current status of the project and the City regulations that
did not exist the last time a position was taken. It is also important to move forward and focus on
maximizing as many environmental protections as possible with remaining opportunities.
• Collective bargaining executive session – will give Council an update the on collective bargaining
negotiations and any related legal issues.
Six-Month Calendar
• Council Summer Break:
o July 23, 2024 – Canceled for summer working period.
o July 30, 2024 – No Meeting – 5th Tuesday
o August 6, 2024 – Canceled due to Neighborhood Night Out
• August 20, 2024 – Prohibit Retail Sale of Puppies and Kittens has been added to the calendar.
• October 15, 2024 – Adopting the Fort Collins Community Urban Forest Strategic Plan has been added
to the calendar.
• November 12, 2024 – Fort Collins Utilities Water Efficiency Plan Update has been added to the
calendar.

Deputy City Manager Tyler Marr
• Bike to Work Day (BTWD) – was a successful event! There were 6,300 participants; up by nearly
900 people from last year. Station visits were just shy of 30,000; up a couple of thousand up from
last year. It was noted what a popular and well-run event BTWD is. Kudos to all staff involved with
this heavy lift.
• East Mulberry Plan – the City received the 2024 APA Colorado Merit Award in the category of
Planning Excellence! from the Colorado Chapter of the American Planning Association for this Plan.
Kudos to staff for this great work.
City Attorney Carrie Daggett
• Jenny Lopez-Filkins will be covering the Council meeting next Tuesday and into late next week.
City Manager Kelly DiMartino
• Noise – The Police Chief is convening a team to look at all noise issues under common branding that
impact the City - traffic, events, construction, etc. Staff continue to receive many SARs related to this
issue. Some things that people call noise, others look at as vibrancy, so disparate viewpoints are
something the team will consider. Some sort of initiative is expected to be developed and over the
next 6-8 months the team will work on bringing an all-inclusive set of code changes to Council for
consideration.
• First Friday Flash Events – second event occurred on Friday night, July 5th. Staff continue to hone
in on the right mix of how to create a welcoming space while meeting all traffic codes. More
participants were engaged in corn hole than last time, and more businesses were engaged, including
bringing in a musician. Two more events are scheduled, August 2nd and September 6th. There was
a question about signage and whether anything could be done to make things look more welcoming;
to some it looks like things are closed down. Staff were asked to continue efforts to look at this.
Overall, people seemed super excited about the event.
• Independence Day Celebration - shout out to everyone working on the 4th of July. The day was full
of great events. City Manager DiMartino thanked all Council Members who participated throughout
the day and was appreciative of staff for all of their hard work.
Mayor Pro Tem Emily Francis
• Echoed the shout out to everyone working on the 4th of July. She added that the parade was great
and there were more people in attendance than she had ever seen at that event.
Mayor Jeni Arndt
• Echoed all of the 4th of July comments – it was a great day!
• Colorado Municipal League – Encouraged continued conversations with CML leadership and other
municipalities to ensure the City is receiving value as a larger municipality and dues paying city.
