The initial 6-month closure area will be on Oak Street, from Meldrum to Mason. Both Mason and Howes will remain open to traffic, with Howes lane-closures varying during this time. The first section of work includes tunneling a 78” diameter pipe from Mason to west of Howes. This is unique and specialized work that is being employed to minimize duration of roadway closures downtown and utility relocations in Howes Street. The project will move from east to west, with the overall project duration expected to be 2 years. The overall budget is currently $42.9M. BACKGROUND • The Downtown Stormwater Improvement Program identified Oak Street as the top priority stormwater project because it will contribute to resolving common urban flooding and stormwater quality issues in downtown Fort Collins. The project supports Council Priority 7, to protect community water systems in an integrated way to ensure resilient water resources and healthy watersheds; and ECON 2, to deliver City utility services in response to climate action objectives. • Design and community outreach has been ongoing since the fall of 2020. The project team has presented to several boards and commissions, hosted design workshops with DocuSign Envelope ID: EB434554-EB03-41CD-A60B-E5A517436CDD the public, provided a website for ongoing information (www.fcgov.com/oak), and have collaborated with over 25 departments across the City to formulate the design for this project. The attached image is the most current project graphic! • Opportunity projects are being done in conjunction with the stormwater project. These include replacement of aging waterlines from Grant to Jackson on Oak, replacement of Xcel Energy gas lines in areas, streetscape improvements along Oak Street to improve pedestrian and bike safety. NEXT STEPS I would like to invite City Council members to the project construction site for a tour during tunneling operations downtown. This work is scheduled to occur in September. To understand how the Oak St project could best meet community needs, the project team asked people “What’s most important to you?” They worked with dozens of City departments, boards and commissions, and more than 100 community members. The result? Unique flood reducing, water quality enhancing streetscape designs (ex: Washington and Oak intersection improvements). Multiple utility projects are working closely together to produce well-engineered, attractive results that serve the community for years to come. Key collaborators include stormwater improvement, waterline replacement, gas main replacement, art in public places, and streetscape improvement teams. KEY Stormwater Quality These images represent the future rain garden at the Washington and Oak intersection. Rain Gardens are landscape features designed to collect stormwater. Then, as water travels down into the soil, sediment and debris is filtered out. They allow plants and micro- organisms to maintain healthy soil structure and break down dissolved pollutants. This is an environmentally sustainable approach to improving water quality. It replicates natural functions, and helps keep the Poudre River healthy.
