Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: June 24, 2024 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk Heather Walls, Deputy City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, Deputy City Manager Tyler Marr, Assistant City Manager Rupa Venkatesh, City Attorney Carrie Daggett, City Clerk Delynn Coldiron and Deputy City Clerk Heather Walls met remotely via Microsoft Teams on Monday, June 24, 2024. The following summarizes the discussions that began at 8:02 a.m. June 25, 2024, Work Session • The published agenda was reviewed which includes a staff report on the Riverside Solar Project and two discussion items: 1) the 2025-26 budget preview and 2) highlights on recent capital projects. • The item highlighting capital projects is intended to bring awareness of these major projects to both Council and the community. Staff welcomes feedback on the presentation regarding value and benefit of making a recurring item in the future. July 2, 2024, Regular Meeting • Item 9, residential occupancy, will be on discussion for second reading due to the split vote. No presentation is planned. Six-Month Calendar: • A duplicate entry for the Urban Forest Strategic Plan on August 20 was removed. It is correctly scheduled for October 15. There was a question on why a work session has not been scheduled. Staff will follow up. Deputy City Clerk Heather Walls • Welcome Delynn! City Clerk Delynn Coldiron • Noted she was glad to be back at the City of Fort Collins organization. Assistant City Manager Rupa Venkatesh • Also welcomed Delynn and looks forward to working with her and expressed thanks for Heather’s work as Interim City Clerk. Leadership Planning Team Meeting June 24, 2024 Page 2 of 2 Deputy City Manager Tyler Marr • CML (Colorado Municipal League) was held in Loveland last week with councilmembers and staff in attendance. • The Fort Collins Chamber of Commerce hosted a business event Thursday evening, with Council and executive staff present. Assistant City Manager Rupa Venkatesh offered congratulations to Tyler for his presentation at the event. City Attorney Carrie Daggett • Noted the Charter provision (Art. II, Sec. 18) relating to Council absences which states that a vacancy exists if a Councilmember “fails to attend all regular and special meetings of the Council for sixty (60) consecutive days unless excused by Council resolution.” If a member is not in attendance at a regular or special meeting before or after a Council break, this provision could be triggered unless Council adopts a resolution that excuses the Councilmember. She added this does not apply to work sessions as they are not addressed in the charter. Mayor Pro Tem Emily Francis • Noted the puppy mill item has not yet been scheduled for August 20 and the expectation is that a memo related to this be distributed to Council prior to the August 20 meeting. Staff indicated the calendar would reflect the item in short order, and that a memo would be sent out in the coming weeks. Mayor Jeni Arndt • Attended the ICLEI World Congress (Local Governments for Sustainability) in Brazil last week as a member of the Executive Committee. Noted Chief Sustainability Officer Jacob Castillo was also in attendance. Discussion relating to a special zoning code explored there for cultural activities and facilities that focuses on places for producers/creators of cultural activities rather than only focusing on culture consumers. Fort Collins was one of only 2 US mayors in attendance. This is a great opportunity for Fort Collins to share its expertise with others in ICLEI. • Noted Sydney, Australia had used the Civic Assembly format for its Strategic Plan and she received feedback that the process works well for single issue processes. • Attended a Municipal Airport Association meeting which was an excellent space for relationship building. She also noted that the Airport Interim Director was expected to be leaving in 3 weeks. • Noted a question that was raised with her regarding drug testing for assistant municipal judges and requested staff follow up on this issue prior to the Council approval of appointments scheduled for the July 2 meeting.
