RE: Leadership Planning Team (LPT) Meeting
Mayor Pro Tem Emily Francis, Councilmember Tricia Canonico, Deputy City Manager Tyler Marr, City
Attorney Carrie Daggett, Assistant City Manager Rupa Venkatesh and Interim City Clerk Heather Walls
met in person on Monday, June 17, 2024. The following summarizes the discussions that began at 8:01
a.m.
June 18, 2024, Regular Meeting:
• The published agenda was reviewed with 11 items on the consent agenda: 2 sets of minutes, 6
Second Readings, 1 First Reading, 4 Resolutions on consent and 2 First Readings on discussion.
• As of this morning’s meeting, 3 participants have signed up to speak.
• Newly appointed City Clerk Delynn Coldiron will attend the June 18 meeting, at which Council will
consider a resolution approving her appointment, and will also attend LPT on June 24, her start date.
June 25, 2024, Work Session:
• The draft work session agenda was reviewed with 1 staff report and 2 items scheduled for discussion.
Six-Month Calendar:
• July 2 Franchise Fee – This item was moved off the calendar.
• July 16 Civic Assembly Appropriation – This item will be moved to discussion. American Public Trust
will attend the Council meeting to answer questions.
• Library Trustee Selection Process – The Library District and County have proposed options on how
to revise the process. One option is for the Library to interview the candidates and provide names to
County and City for approval. A memo to Council will be provided to outline the proposed shift in
process. (A revision to the Intergovernmental Agreement regarding the Library District will likely be
needed if there is a process change.)
• Discussion on the potential to open work session slots on budget work sessions if discussions are
not anticipated to take the entire evening. A placeholder for Council priorities will be added to work
sessions as each month is added to the planning calendar.

• No additional items.
Deputy City Manager Tyler Marr
• Thanks to staff that are participating in CML preconference tours on Tuesday. The City is highlighting
public private partnerships in a downtown context.
• Results from household hazardous waste event this year were 1645 participants, which was a record
turnout, though the amount of waste per participant is trending down from COVID highs and totaled
just over 51 pounds per participant. Full results will be updated soon at

City Attorney Carrie Daggett
• Discussion relating to potential updates to clarify the process for filing a complaint under the Anti-
Discrimination and Anti-Harassment Policy.
Councilmember Canonico
• Attended CC4CA retreat and NLC summer meeting which were excellent experiences.
• Loud muffler issues are being addressed in NYC and a few cities in California utilizing Automated
Vehicle Identification Systems (AVIS) which records decibels of individual cars. Staff will research
whether state legislation needs to be in place to use the system and if it can be deployed in
conjunction with speed corridors.
Mayor Pro Tem Emily Francis
• Second request for memo previously requested related to muffler decibels.
• Thank you to organizers of Juneteenth event and for all who participated.
• Confirmed that a memo relating to the equity indicators report will be circulated in next couple weeks.
A desire was expressed for a future work session to be scheduled.
