RE: Leadership Planning Team (LPT) Meeting
Mayor Pro Tem Emily Francis, Councilmember Kelly Ohlson, City Manager Kelly DiMartino, Deputy City
Manager Tyler Marr, City Attorney Carrie Daggett and Interim City Clerk Heather Walls met remotely via
Microsoft Teams on Monday, June 10, 2024. The following summarizes the discussions that began at
8:01a.m.
June 11, 2024, Work Session:
• The published work session agenda was reviewed with 1 staff report and 3 items scheduled for
discussion.
June 18, 2024, Regular Meeting:
• The draft agenda was reviewed with 11 items on the consent agenda: 1 set of minutes, 5 Second
Readings, 1 First Reading, 4 Resolutions on consent and 2 First Readings on discussion.
Six-Month Calendar:
• July 2 – Xcel Franchise Fee item will be removed from the calendar.
• August 6 – The regular Council meeting is cancelled for Neighborhood Night Out which will be a
hybrid approach this year. Tuesday night’s events will see participation from Fort Collins Police
Services and Poudre Fire Authority. Additional events on Saturday are being scheduled to promote
more attendance and will include City staff participation. Council will receive a schedule of events as
the event date gets closer.
Interim City Clerk Heather Walls
• Both Rita Knoll, Chief Deputy City Clerk with 45 years of tenure with the City and Julie Ellis, Business
Support II with 20 years of tenure retired on Friday. The Clerk’s Office sponsored a low-key lunch
and gathering to honor them.
• Sales Tax Initiative – Noted there is one scenario that would push the initiative to the 2025 ballot. If
a protest is filed after the Clerk’s Office deems the petition sufficient, the allowable time frame of 30
days could push it past the last Council date to consider the resolution to refer the initiative to the
ballot.
Deputy City Manager Tyler Marr
• An error with the publication for the Overall Project Development Plan at 1311 N. College will require
the hearing to be rescheduled and completed again. The Zoom link was not included in the notice

and was not available for the public in the timeframe stated in the notice. Updated notices and
information will be provided to neighbors and the applicant once a rescheduled date is known.
City Attorney Carrie Daggett
• Noted staff follow up about proposed appeal process changes. The item is scheduled for a work
session on August 27.
• Noted a memo to Council outlining election-related Charter amendments in July will be circulated
next week. Most revisions are procedural however this will give Councilmembers a chance to request
a work session if one is desired before the ordinances come forward for approval. The item could be
postponed and a work session scheduled if major questions or concerns with the proposed
amendments arise.
City Manager Kelly DiMartino
• Noted Friday night was the first night for the Linden Street closure. Although the weather was not
great, it was a friendly environment where we saw light use. Visitors seem to appreciate the space.
One suggestion was to increase signage to inform visitors the street is closed to vehicles and open
to pedestrians.
o Discussion included ways to measure success, including a question of if we’d be doing a
survey post season like the one that led to this decision.
• The 6th Police Academy graduation was held on June 7 with 12 graduates including a staff member
that moved to Police Services from another City position.
Councilmember Ohlson
• Noted a constituent suggested if road construction will cause significant delays to include additional
digital signage that estimates the time frame of the delay to give the public a heads up.
Mayor Pro Tem Emily Francis
• No additional items.
Meeting adjourned at 8:40 a.m.
