Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: June 3, 2024 TO: Mayor and Councilmembers FROM: Heather Walls, Interim City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Manager Kelly DiMartino, Deputy City Manager Tyler Marr, City Attorney Carrie Daggett and Interim City Clerk Heather Walls met in person on Monday, June 3, 2024. The following summarizes the discussions that began at 8:01 a.m. June 4, 2024, Regular Meeting: • There are 19 items on the consent agenda: 2 sets of minutes, 8 Second Readings, 6 First Readings, 5 Resolutions on consent and one appeal on discussion. • Items 17 and 18 relating to the new terminal and taxiway rehabilitation at the Northern Colorado Regional Airport had been previously budgeted, and these resolutions secure the state and federal funding for the project. • Item 19 - Youth Advisory Board Appointments – Kudos was given to staff, who are working to reinvigorate this board, modeling programs in neighboring municipalities. There is also a budget offer to resume sending some members to the National League of Cities conference. • Item 20 - 2601 South College Avenue Landmark Eligibility Appeal – This item appeals the HPC determination of landmark eligibility for the property. The HPC determination the property was landmark eligible was overturned by a previous Council however the determination expired in 2023. New activity in 2023 by the property owner triggered a historic survey to determine if a property qualifies as a City Landmark. June 4, 2024, Electric Utility Enterprise (EUE) Board Meeting: • The regular meeting will adjourn to the EUE Board meeting to consider the minutes and 2 Second Readings. June 11, 2024, Work Session: • The draft work session agenda was reviewed with 1 staff report and 3 items scheduled for discussion. • Item 2 - Land Use Code Phase 2 Discussion – The title on the summary agenda should include “Commercial Corridors and Centers” as it does on the 6 -month calendar. • Item 4 - Hughes Site Plan and Engagement and Timeline - Staff and Council should be prepared to discuss “The People’s Assembly” model as a potential public engagement approach. Leadership Planning Team Meeting June 3, 2024 Page 2 of 3 Six-Month Calendar: • July 2 - Defining Speed Corridors within the City will move from consent to discussion. • July 2 – Potential Charter Amendments – It was noted that any substantive changes would be further discussed at a work session. These amendments relating to Elections, Recall and Initiatives and Referendum are addressing modernization of language, computation of time, timing of deadlines to prevent deadlines landing on a weekend or holiday and reorganization to simplify the Articles and make less confusing to the public. Staff were asked to provide an overview memo detailing the revisions in advance of the item coming forward. • July 16 - Northern Integrated Supply Project (NISP) resolution was added. This is intended to provide Council the opportunity to consider rescinding previous positions stated about the project considering the potential to have a 1041 submission for the project. • July 2 Call of Special Election – This item was added to enable a November 2024 special election in case the Council moves forward with election-related Charter Amendments or in case any other measures come forward. It was noted that this election is in conjunction with the county administered ballot for other local, state, and federal elections. Interim City Clerk Heather Walls • Sales Tax Initiative Update – The representatives have been issued 201 petition sections and will request more sections as needed. The deadline to file the petition is July 29, moved one day forward because the 60-day period ended on a Sunday. o Noted in response to Councilmember Potyondy’s email question relating to the petition, there has been no discussion or correspondence with the petition representatives relating to pursuing a similar tax in other PSD communities. Deputy City Manager Tyler Marr • One Water Director, Jason Graham’s last day is today. Jill Oropeza has been appointed interim director. A new hire is expected to be in place by late summer. • Kudos to staff on Harmony Road project for their engagement and expeditious and quality work. The work on the intersection of Harmony and Timberline was completed early over the weekend. • Noted that the City released a video related to the contracted trash hauling program to address a number of commonly asked questions and provide additional context. Video link o Noting the question that has surfaced via email around the missed deadline to apply for an HOA exemption, City Manager DiMartino is scheduled for a meeting to discuss the issue tomorrow. o Mayor Pro Tem Francis noted emails from certain mobile home parks that the pricing under the City-wide contracted hauling will be higher than individual contracts prior to the citywide contracted hauling agreement. She would like additional follow-up on this issue as well as a review of how staff can better engage with mobile home park residents on this matter. City Attorney Carrie Daggett • No additional items. Mayor Pro Tem Emily Francis • Thanks to the Laporte Project team that walked the area with her last Friday. It was helpful to have staff available to provide updates and she noted that she is excited about the project timing and improvements. o City Manager DiMartino noted a staff update will be implemented after constituent meetings. Mayor Jeni Arndt • Noted the EcoFest Garden Party in the City Hall Xeriscape Garden on Saturday was an excellent event. The Community needs these kinds of events that bring people together. • Shout out to City Park fire station for the hospitality to her dog who visits spontaneously often. Meeting adjourned at 8:56 a.m.
