Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: May 28, 2024 TO: Mayor and Councilmembers FROM: Heather Walls, Interim City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Manager Kelly DiMartino, Deputy City Manager Tyler Marr, City Attorney Carrie Daggett and Interim City Clerk Heather Walls met remotely via Microsoft Teams on Tuesday, May 28, 2024. The following summarizes the discussions that began at 7:30 a.m. May 28, 2024, Work Session: • The published work session agenda was reviewed with 3 items scheduled for discussion: Council Meeting Rules of Procedure Update, 2024 Legislative Wrap-Up, and Traffic Safety Initiative – Automated Vehicle Identification System (AVIS) Corridors. June 4, 2024, Regular Meeting: • There are 19 items: 8 Second Readings, 6 First Readings, 5 Resolutions on consent and one appeal on discussion. • 2601 South College Avenue Landmark Eligibility Appeal – This item appeals the HPC determination of landmark eligibility for the property. The HPC determination the property was landmark eligible was overturned by a previous Council however the determination expired in 2023. New activity in 2023 triggered a historic survey to determine if a property qualifies as a City Landmark. June 4, 2024, Electric Utility Enterprise (EUE) Board Meeting: • The draft agenda was reviewed with 2 Second Readings. Six-Month Calendar: • June 18 – City Attorney Daggett noted an ordinance calling a Special Election was added to the June 18 meeting since Council will begin considering election-related Charter amendments, and this will allow for other items to be placed on that ballot as well. • June 25 – This date had been reserved for the recommended budget preview however it was determined that one additional item could be added to the agenda. Staff has suggested a staff report on the Riverside Solar Garden be added to this evening. Leadership Planning Team Meeting May 28, 2024 Page 2 of 2 Interim City Clerk Heather Walls • The City Clerk appointment will be scheduled for consent on June 18, with Councilmembers able to discuss during Council follow-up. Deputy City Manager Tyler Marr • No additional items. City Manager Kelly DiMartino • Noted Paul Sizemore, Deputy Director in PDT is leaving the City for the position of Executive Director at the NFRMPO. • LPT meetings during summer break will remain on schedule and a determination will be made on whether to keep them as it gets closer to the dates. • Discussed that the length of constituent meetings requested for Councilmembers should be scheduled for no longer than an hour unless all attendees have confirmed availability for a longer period. Mayor Pro Tem Emily Francis • No additional items. Mayor Jeni Arndt • Initiative for Sales and Use Tax dedicated to PSD o Noted a call from a community member who would like to discuss the proposed initiative with the representatives. CCO will share contact information with Mayor. o City Attorney Daggett noted her office is reviewing the initiative and will keep Council updated on any further information. o Once the Initiative is in circulation, a web page on the Clerk’s Office will be posted with the proposed ordinance and the deadline for submission of signed petitions to the Clerk’s Office.
